The invocation was given by Deputy Mayor Donald Browning. The pledge of allegiance to the flag was led by Councilman Claude Ash. Roll Call: Mayor Troy Piland, Late City Attorney Gary Massey, Present Deputy Mayor Donald Browning, Present Councilmen: Don Sines, Present Ernest Hendrix, Absent John Daniels, Present Claude Ash, Present Motion was made by Councilman Daniels to approve the minutes of August 9, 1976, with the following correction: On page 3 paragraph of "Use Of And Fees For Community Building", after the word "Report II add the words "Copy Attached". Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by Councilman Sines to radify the recommendation of Mayor Piland and appoint Walter Parkhurst to the Planning and Zoning Board. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Finance Report, Councilman Daniels reporting: Copies of the monthly finance report have been distributed and a copy is on file. Mayor Piland discussed the opportunity of the City purchasing an existing building and property. The purchase could be the Southeast Metal Craft Building and approximately two and one-half acres of land. The Mayor wanted the City Council to be aware of the opportunity and asked them to look at the building and property. Motion was made by Councilman Daniels for City Council to authorize me to write a letter to the County Commission to be signed by Mayor Piland certifying our millage of 2.43 for the calendar year 1975. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. . . . e e Regular Session, City Council, August 16, 1976 75,:",76....42 Page 2 City Attorney Gary Massey contacted the Winter Park and Southern Bell Telephone Companies but did not contact Southern States Utility Company concerning their franchises. Southern Bell Telephone Company is not interested in renegotiating their franchise with the City. The Winter Park Telephone Company has not given a response to Mr. Massey. The City Attorney will continue to research methods of taxation. Motion was made by Councilman Daniels for City Council to instruct the City Attorney to advertise the Ordinance which would amend Section 4.05 of the Charter of the City of Winter Springs. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by Councilman Daniels for City Council to instruct the City Attorney to advertise the Ordinance which would amend Section 4.03 of the Charter of the City of Winter Springs. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, ayef Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, no; motion carried. Mayor Piland discussed a referendum in reguards to Capital Outlay Items this will be on the Agenda for next week. Motion was made by Councilman Ash to authorize Mayor Piland to attend the Florida League Convention at Miami Beach and to be a voting delicate for the City. Seconded by Councilman Sines. Discussion. Vote on the motion: Councilman Sines, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. The Revenue for the City of Winter Springs was discussed and City Council agreed for a total of $ 462,902.49. Each Departments Proposed Budget was discussed and City Council will continue to go over the Proposed Budgets on Monday August 23, 1976. Meeting was adjourned.
