led by Councilman John Daniels.

Motion was made by Councilman Daniels to approve the minutes of June 21 with two
corrections: 2nd page between paragraph 3 and 4, insert Councilman Daniels question,
"Can we approve the zoning on the first reading and also approve the preliminary
plat during this action? Attorney Hassey answered yes we can." In Paragraph 5 strike
the words "that was annexed by Ordinance No. 138". Seconded by Councilman Ash.
Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, aye;
Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried.
No bids were received for the Fire Department - no action was taken.

Councilman Daniels gave the Finance report. He reported that the City as a whole is
financially sound; we still have operating capital and we need to continue with a
close look at each and every expenditure and we will end the year in the black.
Councilman Daniels presented Mayor Piland on behalf of the Bicentennial Committee
an official recognition as a Bicentennial Community and also a Bicentennial Message
signed by President Ford. ~ouncilman Daniels said the Bicentennial Committee
sponsored and ran a very successful voter registration last fall; they maintained a
City of \~inter Springs Booth at the State Bicentennial traveling exhibit; they
presented a Bicentennial flag to the Winter Springs School during their Bicentennial
program; and Councilman Daniels said the Committee worked hard to get money for
improving the park, and he said they were not able to get grant money, but in some
way encouraged the City Council to finish the building at Sunshine Park. And
Councilman Daniels "repaid" the City the amount of $40.69 which was loaned to the
Bicentennial Committee. Mayor Piland thanked the Bicentennial Committee for all
that they had done.
Attorney Massey advised Council that Ordinance No. 135 was included in Ordinance No.
136 and that this ordinance should be vetoed. Attorney Massey read the second
reading of Ordinance No. 135 by title only.
Motion was made by Councilman Booth to deny Ordinance No. 135 on the second reading
by title only. Seconded by Councilman Daniels. Discussion. Vote on the motion:

Attorney Massey read the second reading of Ordinance No. 136 by title only.
Motion was made by Councilman Ash to adopt Ordinance No. 136 on the second reading by
title only. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman
Booth, aye; Councilman Hendrix, aye; Councilman Ash, aye; Councilman Daniels, aye;
Councilman Browning, aye; motion carried.
Mayor Piland read Resolution No. 164 for Irwin Hunter.
Motion was made by Councilman Browning to adopt Resolution No. 164. Seconded by
Councilman Daniels. Discussion. Vote on the motion: Councilman Booth, aye; Councilman
Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye;
motion carried.
The tabled motion for Ordinance No. 134 (Planned Unit Development) is to be continued
until July 12th.
Attorney Massey said he will have a written report on the City's recourse regarding
the electrical problems at Hacienda Village for the next meeting.
Attorney Massey reported that Mr. Kravitz of Southern States Utilities will be here
July 12 to discuss the problem; Attorney Massey asked Council if the filing of the
lawsuit should be held in abeyance until that date, and Council agreed that it
should be.
Attorney Massey reported there are no procedures for updating the zoning map.
He gave the Clerk the new state law on re-zoning to make a copy for the Zoning Board.

Motion was made by Councilman Ash to put a service pole for the trailer at Tuscawilla
on the agenda. Seconded by Councilman Booth. Discussion. Vote on the motion:

Ash, aye; Councilman Bro~ming, aye; motion carried.
Motion was made by Councilman Ash that lye put in the electricity in the trailer
over at Tuscawilla provided Winter Springs Development Corporation approves it and
not to exceed $150.00. Seconded by Councilman Booth. Discussion. Vote on the
motion: Councilman Booth, aye; Councilman Hendrix, aye; Councilman Daniels, aye;
Councilman Ash, aye; Councilman Browning, aye; motion carried.
Councilman Daniels suggested that \~inter Springs Development Corporation be contacted
regarding this before work is done since they own the area and the trailer.
