REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS JUNE 14, 1976 The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Councilman John Daniels. The invocation was given by Councilman John Daniels. The pledge of allegiance to the flag was led by Councilman John Booth. Roll Call: Mayor Troy Piland, absent Attorney Gary Massey, present Deputy Mayor Donald Browning, absent Councilmen: John Booth, present Ernest Hendrix, absent John Daniels, present Claude Ash, present Councilman John Daniels presided over the City Council Meeting in the absence of Mayor Troy Piland, and Deputy Mayor Donald Browning. Councilman Daniels explained to the audience for the record, ~We are a quorum of the City Council authorized to carry out business of the City, and any issue requiring a vote will need the full three votes of Councilman Ash, Councilman Booth and myself". Motion was made by Councilman Booth to approve the minutes of ~une 7, 1976 as written. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. . Councilman Daniels recessed the Regular Session and opened the Public Hearing for Ordinance 135. Attorney Massey read the first reading of the Ordinance in its entirety. Mr. Robert Floyd of 219 Albert Street, and Mr. Bernard Harvey of Sanford, spoke under discussion of the proposed Ordinance. Councilman Daniels closed the Public Hearing and reconvened the Regular Session. Motion was made by Councilman Booth to adopt Ordinance 135 on the first reading with the following correction: Code Section 5-29, Section A, Subsection 3, insert the word "Building" before the word "Mechanical". Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye, Councilman Ash, aye; Councilman Browning, absent; motion carried. Councilman Daniels recessed the Regular Session and opened the Public Hearing for Ordinance 136. Attorney Massey read the first reading of the Ordinance in its entirety. Comments were made by Mr. Chase of Hacienda Village on the proposed Ordinance. Attorney Massey recommended the word "Building" to be inserted in the Code Section 5-29, Section A, Subsection 3, before the word "Mechanical". Councilman Daniels reccfiL.l,cnded adding a section to the proposed Ordinance to cover any type oi advertising media. Motion was made by Councilman Booth to direct the City Attorney to draft the Sign Ordinance and set it up for a Public Hearing. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. . Motion was made by Councilman Ash to place the subject of Recreation on the agenda. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. Motion was made by Councilman Ash to allow Winter Springs Development Corporation to place a trailer in the park of Tuscawilla for the City Recreation Department without fees, but the proper inspections must be made. Seconded by Councilman Booth. Discussion. Vote on the motion; Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye, Councilman Ash, aye; Councilman Browning, absent; motion carried. Motion was made by Councilman Booth to place the subject of Police Cars 72 (Plymouth) and 75 (American Motors) on the agenda. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. Motion was made by Councilman Ash to allow car 75 (American Motors) to be repaired not to exceed four hundred dollars ($400.00). Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. . Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried, Motion was made by Councilman Ash to place the Interdepartmental Transfer Of Funds Of The Police Department on the agenda. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Booth, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, absent; motion carried. Motion was made by Councilman Ash to transfer funds from the Police Department Line Codes as follows: Line Code 1-103 Physicals 55.00 Line Code 1-104 Jail 200.00 Line Code 1-201 Office Supplies 200.00 Line Code 1-431 Tools & Instruments, 897.00 For a total of $ 1,352.00, to line code 1-345 Repairs and Maintenance. Seconded by Councilman Booth. Discussion. Discussion of the Public Works Department to be placed on the agenda for one week from tonight, for the purpose of recommending a solution on Man Hole Covers being stolen and removed around the City. Motion was made by Councilman Booth to adjourn. Seconded by Councilman Ash. Discussion.
