HomeMy WebLinkAbout1976 03 01 City Council Regular Minutes y ~ .-...,75-76-21 r REGULAR SESSION CITY COUNCIL CITY OF WINTER SPRINGS MARCH 1, 1976 Deputy Mayor Donald Browning called the Regular Session to order at 7:35 P.M. The invocation was given by Councilman Ernest Hendrix. The pledge of allegiance to the flag was led by Councilman John Daniels. Roll Call: Mayor Troy Piland, late City Attorney Gary Massey, present Deputy Mayor Donald Browning, present Councilmen: Irwin Hunter, present Ernest Hendrix, present John Daniels, present Claude Ash, late Motion was made by Councilman Daniels to approve the minutes of February 23, 1976 based on the comments made by Councilman Hendrix to cor+ect page 2 paragraph 6 to read; the City Planner was not appointed by City Council as a Professional Staff Member to the Plenning and Zoning Board. The minutes should reflect this was a consensus of thet8eIDbers of City Council and the City Planner is under the direction of the Mayor as to her administrative duties. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, absent; motion carried. r Police Department Report, Councilman Hunter reporting: A copy of the Police Department report has been distributed to all Councilmen and a copy is on file. Councilman Hunter brought up adOrdiscussed the Citys request for an Intern to be used in conjunction with the City Planner. A consensus of the City Council to continue and set up interviews to be coordinated with Councilman Hendrix. I"'"""" City Attorney commented the City could not annex SR 419 under its general annexation ordinances. Police Chief will prepare a concise report of the number of accidents Winter Springs police have participated in County areas and the time they were in service in the la~t twelve months. Councilman Daniels commented we are experiencing in the section of town I live in no greater animal problem than we had when we were paying some $10,000 plus a year to run a City program. I have had no more complaints from my neighbors or people who live around me. In fact I have had no complaints come to me from anyone in this City since we went under the County program. So I have to assume that the program was operating well. I am not ready at this point unless I receive some complaints from citizens that are involved to go into a $10,000 plus program when we have so many other things that need our tax dollars. ~ ~egular Session, Cit~ouncil, March 1, 1976 ,'" Page 2 ]5~76,...2l r Planning and Zoning Department Report, Councilman Hendrix reporting: A copy of the Building Department Report is on file. Councilman Hendrix asked the City Attorney to prepare an Ordinance to adopt the Standard Mechanical Code, he also asked City Council to update Ordinance 31 Section 5-2, to include code amendments to Standard Building Code 1975, and automatically adopt amendments in the future except when in conflict with City Ordinances. Councilman Hendrix submitted the City Planners Status Report and Schedule, a copy is on file. ,~yor Troy Piland will invite the Chairman of the Planning Conunission ~o be at the next regular session of City Council to give Council an update on the conunissions progress. Finance Report, Councilman Daniels reporting: Councilman Daniels conunented the City should watch the cash flow, we are going to have to take a hard look at every expense that comes up. A copy of the Finance Report is on file. The City Attorney will present an opinion next week on the Citys General Liability and the Legal Liability and Loss Reimbursement for Muncipilities. Motion was made by Councilman Daniels that we accept the bid submitted by Class-Knoblock and Associates on behalf of Iowa National Mutual r Insurance Company all categories except Legal Liability and Loss Reimbursement for Muncipilities for a net premium of seventeen thousand and fifty one dollars ($17,05l.00). Seconded by Councilman Hendrix. Public Works Department Report, Councilman Ash reporting: Councilman Ash read the Department's work schedule. A copy of the monthly report is on file. Councilman Ash will investigate the problem Mr. Wool mentioned on problems in Meadowlark and report back to City Council. Fire Department Report, Councilman Browning reporting: A copy of the Fire Department Report is on file. Discussion brought to the attention of Council by Councilman Browning and Fire Vhief to consider the employment of another fireman. Discussion on the ordering of new flags, and proceed with the ordering of these flags. Discussion on the possibility of painti'ng the new Rescue Vehicle. Motion was made by Councilman Browning to add to the Agenda Suit Verses City of Winter Springs, Seconded by Councilman Daniels. Vote Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councibman Daniels, aye; Councilman Ash, aye; Councibman Browning, aye; Motion carried. {' Motion was made by Councilman Browning to instruct the City Attorney to take applicable legal action to dispose of the matter of Suit ./ r r r ..
