CouncibDan Browning pcesented a rough draft of Rules and Regulations from the City of Melbourne which Council is to review, and come back in three weeks for discussion. Mayor Piland called the Regular Session to order at 7:54 p. m. The invocation was given by CouncibDan Irwin Hunter. The pledge of allegiance to the flag was led by Councilman John Daniels. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor Donald Browning, present Councilmen: Irwin Hunter, present Ernest Hendrix, present John Daniels, present Claude Ash, present Motion was made by Councilman Daniels to approve the minutes of February 16, 1976. Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman HendriX, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Hr. Wayne Simpson and Mr. Raymond Kayea spoke about Health Insurance Programs. Both gentlemen are to present proposals to Councilman Daniels and Councilman Daniels will come back with a recommendation. r Councilman Daniels still has several unanswered questions on the General Liability Policy and will come back next week with a recommendation. Councilman Hunter asked if the City Attorney could approach the County to see if the City could acquire jurisdiction on SR 419 from Hwy. 17-92 to the eastern City lu.its. Councilman Daniels suggested a possible solution to the problem would be to relinquish our jurisdiction over to the County. Hotion was made by Councilman Hunter that the Attorney be allowed to investigate to see if the City Gan assu.e jurisdiction on SR 419 from the County. Seconded by Councilman Hendrix. Discussion. Vote on the motion: CouncibDan Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by Councilman Ash that we pay for the clay out of Line Code 345 in the amount of $180.00 and Line Code 451 the amount of $150.00 for the ball park. Seconded by Councilman Browning. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Council- man Browning, aye; motion carried. Motion was made by Councilman Hunter to set up a public hearing on Ordinance No. 129 (Adopt Budget by Ordinance). . Seconded by Councilman Hendrix. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman HendriX, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by Councilman Daniels that the subsequent copies of the Code of r ~ .. f' ~ Regular Session, City Council, Feb. 23, 1976 Page 2 75-76 20 r' Ordinances that are sold complete through supplement No. 6 be sold for $124.83 without a binder and that as additional supplements are received the actual cost be determined and that amount be added to the $124.83 as on a cumulative basis to be determined by the City Clerk. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Mayor Piland reported that we have not had an anawer from the Public Service Commission. If we do not hear from them soon, he will call them. Mayor Piland was given a petition from a group of citizens in the Terrace Area regarding a problem with a citizen band operator. A copy of this petition will be sent to Mr. May of the F.C.C. A public hearing has been set for March 11 for the Planning & Zoning Board to hear a request by Tuscawilla Developers to change the density in one of their condominium areas. Mr. John Newsome, Secretary of the Planning. Zoning Board, appearing at the request of the Chairman, requested that the Council officially designate the City Planner as professional staff for the Planning. Zoning Board and the liason between the Board and the Council. {' The City Planner was not appointed by City Council as a Professional Staff Member to the Planning and Zoning Board. The minutes should reflect this was a consensus of the members of City Council and the City Planner is under the direction of the Mayor as to her administrative duties.
