Hr. Bill Holmes from Clark, Dietz. Associates was present also the engineer representing National Homes, Mr. Al Land of Land Engineering was present. After much discussion, Mr. Land is to get back with National Homes to discuss some of the possible solutions to see if they are in agreement, then the two engineers (Hobaes and Land)will come back to Council for more discussion. The Civil Service Ordinance No. 129 was discussed. A new ordinance is to be drawn up with five main sections as follows: a grievance program; protection against unjust actions; hear complaints unresolved by department heads; promotion fro. within, provided qualified; and to establish seniority system. Council is to co.e back with their written comments, and this will be discussed at a Workshop Session two weeks from tonight. The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Troy Piland at 9:22 P. M. The invocation was given by Councilman Daniels. The pledge of allegiance to the flag was led by Police Chief John Govoruhk. Roll Call: Mayor Troy Piland, present City Attorney Gary Massey, present Deputy Mayor Donald Browning, present Councibaen: Irwin Hunter, present Ernest Hendrix, absent John Daniels, present Claude Ash, present 1"""'. r Motion was made by CounciLman Hunter to approve the minutes of January 19, 1976 with one modification on the first page, change "Fire Truck Committee" to "Emergency REscue Vehicle Committee". Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. Motion was made by CounciLman Browning to select the low bid of $7,550 for a delivered vehicle from Aspundh. Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, absent; CounciLman Daniels, aye; Councilman Ash, aye; CounciLman Browning, aye; motion carried. Councilman and Finance Conm1sion John Daniels said'. that in the Fire Department Budget, Line Code 433 Vehicles we need an extra $1,000 to $1,500 so that we can make an adequate payment this year on the two fire trucks and pay $3,000 on the new emergency rescue vehicle and we ask that Chief Holzman and CounciLman Browning see where they can come up with the money. Further, that we will enter into a loan arrangement for the $4,550 remaining to be paid on the emergency vehicle. Attorney Gary Massey read the second reading of Ordinance No. 130, amendment to the SWUDming Pool Ordinance No. 125, by title only. Motion was made by Councilman Daniels to accept Ordinance No. 130 on the second reading by title only as amended at the first reading. Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, abse1t; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried. r ..~ '* ('\ r") Regular Session, City Council, Jan. 26, 1976 Page 2 75-76-16 Health Insurance will be on the agenda next week. r Councilman Hunter reported that the Board of Adjustment gave the Police Department permission to park the trailer in its present location 90 days. They requested information from the City as to how long we expect to park it there. Mayor Piland said an answer will come from the Mayor's office. Councilman Hunter discussed the loan of a vehicle from Ron Hiller for a reserve police vehicle. Council was not in favor of leasing this vehicle. Councilman Hunter asked for some solutions for maintaining the police vehicle and this will be discussed next week. Hotion was made by Councilman Browning to put on the agenda the subject of a temporary septic tank for the new fire station in the Tuscawilla area. Seconded by Councilman Ash. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; CoUllcilman Browning, aye; motion carried. Hotion was made by Councilman Hunter to allow the septic tank to be installed provided that they meet all coUllty and state regulations and this is a temporary installation until such time as they can connect on to the main sewer line. Seconded by Councilman Browning. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Hendrix, absent; Councilman Daniels, aye; Councilman Ash, aye; Councilman Browning, aye; motion carried.
