The in'Yocation was given by COUllcilman Irwin Hunter. Tbe pledge of allegiance to the flag was led by lfayor Piland. Mayor Piland read the rough draft of the ordinanc. and then opened the floor for discussion. Hr. P.t. Hecht of Tropicaaa Pools gave a short discussion about the depth markings. Mr. Don Stiles also spoke in discussion. Councihlan Huater asked if there were any guidelines the Inspector could use to det.rmin. when to r.quirethe soil samples. CouncibDan Daniels read Sec. III from Ordinance No. 125 to clarify this discussion, and the Ins,ector only has to question tbe compactness when it does not meet the South.rn Standard Building Code requirement for compactn.ss. Mayor Piland closed the public hearing and reconvened the a.gular Session. Motion was made by Councilman Daniels for approval of Ordinance No. 130 on the first reading with the deletion of the last sentence in Section 4A. which deals with d.pth markings. Hayor Piland recessed the Council Heeting and opened the public hearing for Ordinance No. 129, Civil Service Ordinance. Attorney Hassey and Mayor Piland read the first reading of Ordinance No. 129 in its entirety. It was decided that it will be necessary to have a Workshop on the Ordinance in order to simplify the procedures. The public hearing will be reconv.ned at a date set at the Workshop S.ssion. Mayor Piland r.cessed the public hearing and reconvened the Regular S.ssion. Finance COI8!ssioner, John Daniels, opened the bids for the tractor as follows: Behr.ns Tractor Co., Sanford, $9,716.8'. Joiner Tractor Co., ApoPka, $7,495.00; Hood Tractor Co., Orlando, $6,893.00; Maitland 'tractor Co. only bid on a box blade and rotary mower; SUIl World Tractor Co., Orlando, $9,991.71. Seeonded by COUllcilaan Browning. Discussion. There will be a meeting on Wednesday, 3:30 p.a. with our present insurance agent to d1scuss the changes that have taken place pertaining to Workmen's Compensation and otber items. Also, the health insurance rates are going up and this is to be on the agenda. The following are the current committees: Fire Truck COSlittee: Chairman-Councilman Browning, COUllcilman Hunter, CounciLman Daniels and Fire Chief Charles Holzman. Insurance Committee: Chairman CounciLman Daniels, Councilman Hendrix, and Councilman Browning. Recreation Comaittee: Chairman-CounciLman Ash, Councilman Daniels, C CounciLman Hendrix and Councilman Hunter. Review Ordinances: Entire Council. Emergency Rescue Vehicle Committee: Chairman-Councilman Browning, Councilman Daniels and Councilman HUIlter. r Recreation Building Committee: Chairman-Councilman Ash, Bill Hahn; Emile J811118l; Paul Cottage; Councilman Daniels and CounciLman Hunter. Bicentennial Comaittee: Allen, Bosgraff, Brunner, Claussen, Delvi11aggio, Gebhardt, Klages, Lawson, Logan, Maize, Mitchell, Newsome, Peterson, Schrader, Sines, SOIIIII8rs, Weaver, Williams, Williams, Williamson, Holzman, Lallathin, Locklear, Van Eepoel. Hosquito Control Committee: Chairman-Councilman Ash, Browning and Dr. Denton. Hotion was made by COUllcilman Daniels to accept these COBlittees and to abolish all other eoaaittees. Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman HUIlter, aye; Councilman Hendrix, aye; Councilman Daniels, aye; CoUllcilman Ash, aye; Counci1.1lan Browning, aye; motion carried. Notion was made by COUllcilman Browning to put the matter of hiring two fir_n on the agenda. Seconded by Councilman HUIlter. Discussion. Vote on the motion: COUllcilman Hunter, aye; COUllcilman Hendrix, aye; Councilman Daniels, aye; Councilman Ash, aye; COUllcilman Browning, aye; motion carried. Motion was made by Councilman Browning to authorize the fire chief to hire tbe two budgeted firaen, effective February 1, 1976. Seconded by COUllci1man Hendrix. Discussion. A Workshop Session was scheduled for next week prior to the Regular Session to discuss the Civil Service Ordinance and the Wildwood Drainage Problem. Councilman Hendrix reported there is a County Recreation Program being held at the Winter Springs Elementary School on Mondays, Wednesdays and Fridays from 3:30 p.m. to 5:00 p. m. If you have any questions contact Mr. Larry Miller at the school. Mr. Don Sines asked for permission to solicit funds for a Bicentennial flag to be donated to the Winter Springs Elementary School and permission was granted. .otion was made by Councilman Hendrix to adjourn.
