Dear Mr. Piland:
The Homeowners' in the Tuscawilla Development are very concerned
with the proposal to remove a p6rtion of the street lights in
our area. We find it very difficult to believe that the Council
would ever consider a plan that not only creates an increased
danger to breakins in the community, but also increases the
possibility of personal danger to the citizens as they travel in
the area. If the Council wishes to consider' actions on the
lighting in the Tuscawilla Development we believe you should
consider increasing the number of lights, as discussed in the
recent Association meeting.
~. We realize that there have been problems with inefficient lighting
within the City of Winter Springs, and we are in agreement that
these problems should be corrected. However, correcting'problems
in one area of the City at the expense of another area is no
solution. We understand that the proposal is to turn off lights
that are considered not essential. We believe every light in this
community is essential; not only for safety reasons, but also to
maintain the aesthetic value necessary for the continuation of
sales required for the completion of this Development. The fact
that a light may be next to a vacant lot today doesn't mean that
the lot will be vacant tomorrow. There is continuous building
within the community, and all lots are available for contractors
to cnnstruct new homes.
We desire that you consider this proposal very carefully and
come to the same conclusion as the Tuscawilla Homeo\vners'
Executive Committee that none of the lights should be turned off.

ROUGH DRAFT
SECTION 1. That Section 11-5, Code of Ordinances, City of Winter
Springs, Florida, is hereby amended to read as follows:
Sec. 11-5. . RIDING HORSES AND PONIES,. OR OTHER LIVESTOCK,
. ON STREETS AND SIDEWALKS RESTRICTED.
The riding, driving or leading of horses and ponies,
or any other livestock,. shall be prohibited on public
streets and sidewalks within the City except that residents
of this City may ride, drive or lead horses and ponies
on streets within those zoning districts expressly per-
mitting the keeping of horses and ponies therein.
SECTION 2. That the Code of Ordinances, City of Winter Springs,
Florida, is hereby amended by adding a section to be numbered
11-6, which section shall read as follows:
Sec'. 11-6. . CROSSING OF PUBLIC STREETS AND SIDEWALKS BY
HORSES AND PONIES ALLOWED.
Public streets and sidewalks may be crossed by
horses and ponies.
