J. {: f' r ,. ~ .1"""\ . 2619 SOUTH FRENCH AVENUE TELEPHONE (305) 323-0240 SANFORD, FLORIDA 32171 October 13, 1975 The Honorable City Council City of Winter Springs Winter Springs, Florida Ref: Rate Approval - Seminole Cablevision City Council: On November 1, 1971 the City of Winter Springs granted to Seminole Cablevisionthe franchise to build and operate~ cable television system for Winter Springs. A schedule of charges was incorporated into the franchise at that time. We are now ask- ing that you approve an adjusted schedule of rates. In the four (4) years since the grant of the franchise we have not had a rate adjustment. While the cost of doing business-labor, equipment, materials and supplies - has shown a dramatic increase we have been maintaining a rate level established four (4) years ago. This constant erosion of income through increased costs has placed us in an unenviable 'economic position. Running the business of government I am sure that you are all well aware of the across the board increases in the cost of operations over these past four (4) years. Cost increases in electric, telephone,petroleum pro- ducts, postage and many other ex?mples can be given which affect our individual lives as well as a corporation's existance. However, water, sewer, electric and telephone service are absolute necessities. People have no choice but to utilize them, regardless of cost. The companies or municipalities furnishing these services have no com- petition and no marketing problems. Seminole Cablevision is not in this position. Cable TV is not a necessity. The consumer can take it or leave it as he or s~le desires. Because of this Seminole Cablevision strives continuously to make its product as attractive as possible. To this end we have recently added two new additional services to -the system for our Winter Springs customers. They are the addition of WCIX Ch. 6 from Miami and WKID Ch. 51 from Ft. Lauderdale. We also added WSWB Ch. 35 when it came on the air. We also bring in signals from Tampa to add to our product package. . "There's More To See On Cable TV" ~' . '" J r. \...J r ,....,. ~ ! ,,--., Since we want to continue to be able to provide the finest cable TV service available we are here asking for your approval of the proposed rate adjustment. Summarizing, it is important to note the following: 1. Cable TV is totally an optional service. Consumers can disconnect without charge if they desire and still have 5 TV signals available to them or they can chose not to connect at the outset. Q~tfU C. All items are to be placed on the agenda by Thursday preceeding the meeting by subject matter and the individual requesting the item to be placed on the agenda. The Mayor's Office is still on the agenda but for informational purposes only. 0 If there is an item that is considered an emergency by City Council, it must be placed on the agenda by motion and a majority vote of the Council. Citizens shall continue to be recognized to speak in reference to items on the agenda after Council has had adequate tUne to discuss. If there is a motion on the floor, they will be allowed ~o speak to the motion after Council has had adequate tUne to debate motion. At the close of the meeting provided tUne is available, citizens will have the opportunity to speak to any subject that they may desire. Meetings will be adjourned promptly at 10:00 P.M. unless motion by Council and majority vote extends meeting tUne. Any subjects that are not covered shall be placed on the next meeting's agenda.
