It is apparent that it was' laid to drain to the south, or uphill Side, rather than the north, or downhill side. Cuts that have been made in the concrete in an attempt to drain it have been inadequate, and have further weakened the strength of the slab. . I feel t~t bo~h the concrete slab and the. asphalt drives m~t be torn out and put in pro~rly prior to final acceptance of the faCility. The three spot lights in the council chamber are improper. Either the coutractor or the.architect made an error on these. In either event th~ onecrespo,njible fa'>: the' Preble" should C~dt 11; prior to final acceptance. Doors should be adjusted to facilitate their closing and lock engaging without having to apply special effort to insure they are closed. JOHN W.
