Regional Planning Council Carl Gosline, East Central Fla. Regional Planning Council The Workshop consisted of a presentation of the Regional Planning Council report by Carl Gosline and subsequent discussion. The report contained three basic elements: 1. An evaluation of existing and committed development. 2. An analysis of the impact of the Crooked Creek Develop- ment. 3. Land use alternatives for the Gee Creek Drainage Basin. r The major discussion was as follows: 1. At this point in time, the City has lost its ability to control the rate of development.Because of the amount of committed development within the City limits, the market will control the. rate at which Winter Springs will grow. The only way to regain the control is to adopt a comprehensive plan and change the zoning, etc. to conform to that plan. 2. The report should be forwarded to the Planning Commission to be incorporated into the Comprehensive plan. 3. The choice of land uses must tie tack into the established Goals and Objectives. 4. The land uses within the Gee Creek Basin should be coordinated with the jurisdictions to the South that govern other parts of the Basin. 5. There is no established "rule of thUlllb" for transition of densities and land uses, although landscaping can be a most effective tool in this area. 6.
