The invocation was given by Councilman Donald Browning. The Pledge of allegiance to the flag was led by Attorney Newman Brock. Roll Call: Mayor Troy Piland, present Attorney Newman Brock, present Deputy Mayor Donald Browning, present Councilmen: Irwin Hunter, present Frank Durrance, present John Daniels, present Irene Van lepoel, present Motion was made by Councilman Van Eepoel to approve the minutes of April 21, 1975. Seconded by Councilman Daniels. Discussion. Vote on the motion: Councilman Bunter, aye; Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van Eepoel, yes; Councilman Browning, aye; motion carried. Hr. Bob Ritch from the Division of youth Services was present. A meeting was scheduled for May 7, 7 :30, open to the public, to discuss problems with Hr. Ritch. In discussion of Crooked Creek Planned Unit Development, Councilman Daniels requested the following be noted in the minutes: Since Western Land Planning Company, in Jack Cooper's letter of April 18, 1975, has refused to request a Developmental Regional lmpact Study from the last Central Florida Regional Planning Council, and since the scope of the Crooked Creek project is only two units less than the 1,000 required for such study, and various other factors, including violation of beginning construction within six months as required in Section 44, City Code and violation of the stated schedule of construction of ingress/egress route via Hayes Road, specifically the construction of a box culvert to allow use of the approved construction route, I move that Western Land Planning Company be informed that the Planned Unit Development zoning for the project expired on Harch 9, 1975 as advised by this City on January 6, 1975. Seconded by Councilman Van lepoel. Discussion. Vote on the motion: Councilman Hunter, no; Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van EEpoel, yes; Councilman Browning, aye; motion carried. Councilman Hunter's reason for voting no as he stated, he was going by the legal recommendation of the counselor. He said he was not an attorney and could not give opinions on legal matters; consequently he must rely on the comments of the counselor; and perhaps there are other avenues of pursuit. In discussion of the repairs to the Community Building, Finance Commissioner Durrance reported there are $30,000 in certificates of Deposit from the loan for the Fire Station which could be used for repairing the building. Councilman Daniels reported that the Bicentennial Committee chose as its project the com- pletion of Sunshine Park into a viable community park including the renovation and completion of the building. Hr. Bradshaw is to get together with Hr. Allen of the Bicentennial Committee to get estimates for repairs of the building and improvements to the grounds. This entire figure would be given to Councilman Daniels, and then if Council will agree to provide 50% of these funds, Councilman Daniels will go forward through the Bicentennial channels to obtain outside funds. /" ,-.. 1"""\. "-- Motion was made by Councilman Daniels that Mr. Don Sines be appointed to the Planning Commission. Seconded by Councilman Browning. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van Eepoel, yes; Councilman Browning, aye; motion carried. Motion was made by Councilman Daniels that $500 be transferred from Line Code 206 to Line Code 345 in the Fire Department Budget. Seconded by Councilman Van Eepoel. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van Eepoel, yes; Councilman Browning, aye; motion carried. At the meeting of April 21, 1975 a motion was made by Councilman Van Eepoel that the City put out for bid specifications for a tractor to be drawn up by the Director of Public Works for a tractor to be assigned to the Public Works Depart- ment from unspecified funds. Seconded by Councilman Daniels. (This motion was tabled). There was a discussion of this motion. Vote on the motion: Councilman Hunter, no; Councilman Durrance, no; Councilman Daniels, yes; Councilman Van Eepoel, yes; Councilman Browning, no; motion failed. At the meeting of April 21, 1975 a motion was made by Councilman Browning to install an emergency telephone line in the dispatch center at a cost of $28.20 per month and installation cost of $48.50. Seconded by Councilman Daniels. (This motion was tabled.) This motion was discussed. Motion was made by Councilman Daniels to table for further information until next meeting. (Cost of a direct line ending in a red telephone and the cost of con- verting all four lines into a rotary system). Seconded by Councilman Van Eepoel. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Durrance, aye; Councilman Daniels, aye; Councilman Van Eepoel, yes; Councilman Browning, no; motion carried. Councilman Browning and Coun cilman Daniels are to research this problem and come back next week with a recommendation. Councilman Daniels reported that the problem of the rescue vehicle has been worked out by the Police Chief and the Fire Chief and to defer any further discussion until the next budget. The Planned Use Report has been received for Federal Revenue Sharing, and each Councilman is to give their recommendations to Commissioner Durrance and this will be discussed next week. The letter from the Department of Community Affairs will be turned over to the Planning Commission for their recommendations. Councilman Hunter requested that all items concerning building inspections be sent through him.
