Florida was called to orcler by lfayor Troy Piland at 7:30 P. M. The invecation was given by Rever_d Peterson. The pledge of allegiance to the flaa was led by Co_cUman lreae Van lepoe1. Hotion was made by Councilman Van lepoel to approve the minutes of October 21. 1974 as aeled.Secoaded by eoacUman Daniels. Discussion. Gary Kaiser gave an explanation of the Countywide Proar... After discussioa, lfayor Piland indicated that we would sign a 1 AID Agreement with the County when it is available. Fir and Recreation Report, CounciLaan Hunter reporting: CecU.n H_ter r.ported that Hr. Daniels. Hr. Hitchell and Hr. Hunter worked on and compl.ted a picnic table fer the City Park.. Plans are to construct five mere tables_ The Halloween Party was very successful. Councilman Hunter read the aonthly Fire Departaent Report. Fiunce & !lectien Report, Councilman Daniels reporting: The following persons qualified for election at the closing date on Noveaber 1, 1974, 4:01 P.M.: Group 1, Irwin Hunter anel Bou1d Gill1., Group 2, Frank Durrance and Roaald A. T_inia; Group 3, John Booth and John Daniels; Group 5, Donald I. Browning and Betty L. Eastham. The lfayor appointed a cOlllldttee of Councilman Browning, Councilman Hunter and Counci1man Daniels to look into the Hospiti1izatioa Insurance to see if a better plan is available. Hotion was made by Councilman Daniels to direct the lfayor to sip the contract with the Jack Cocke & Co., Inc. for the new fire truck. Seconded by COU1lciLaan Hunter. Discussion. Councilman Daniels read the monthly fiunce report and a oopy is attached to the wdnutes. Councilman Daniels briefed the Council on the incident at the Halloween~arty. Police & Health Report, Councilman/Booth reporting: Copies of the aonthly Police Report have been given to all councilmen anel City Hall. Councilman Booth reported that Hr. Item 2 - Calbert Development Corporation's request must go before the Board of Acljustaent to request a variance to comply with the Subdivision Ordinance. Item 3 6 4: The Attorney is to set up publie hearings for the Zoning Board. It... 5, 6 and 7 were read and discussed. Coacilaan Van Bepoel requested that Florida Land Company be notified of the sink hole on North Devon. The Health Commissioner was requested to check into the odor around the old sewer plant on Hoss Road. Road 6 Bridge Report, Councilman Browning reporting: Councilman Browni.. displayed a new form that may be belpful in the purchasing system of the City. This will be discussed again next week. Couacilun Browaing discussed a reorganization of the Maintenanee Department, and that a Public Works Department be created. ';Motion was made by Councilman Browning that the city reSident, David Cissel, be hired as a maintenance eaployee at an hourly rate of $3.75 to be reevaluated in six 1I.Onths. Hotion died for lack of a second. Councilman Browning and CouncilmanBooth are to come back next week with a rec_.nelation in reference to the hiring of an additi01lal maintenance man or dog catcher. RecOlaenelat ions for speed limit changes were discussed, copy is attached to the ainutes. Hoti01l' was made by Councilman Daniels that the City Code be revised to reflect that the speed Uait within the City will be 20 ailes per hour except as ap,roved other- wise by 1I.Otion of the Council ancl posted.
