' ,..-- '~ REGULAR SESSION CITY COUNCIL CITY or WINTER SPRINGS SEPTEMBER 16, 1974 73~ - 46 ~ The aeaular Session of the City Council of the City of Winter Springs, Florida was ca.11ed to order by Mayor Piland at 7 :30 p. m. The iavocation was given ", Co~ibuln Hunter. The pledge of allegiance to the flas was led by Councilman Browning. Councihuen: David Outlaw, present John Booth, absent Irene Van Eepoel, present Donald Browning, present Motion was made by Councilman Browning to approve the minutes of September 9, 1974. Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Van Eepoel, yes; Councilman Browning, aye; motion carried. ..11 CaU: Mayor Troy Piland, present Vice....yor Irwin Hunter, present Attomey'thomas Fre..n, present Mr. Karlan Hanson presented a plan of Gulfstream Corporation for informational purposes. ,Council viewed and expressed a dissenting opinion about the plan for the mOdel.. : Mr. Tim Bannick of the Seminole County Drug Action Coaaittee was pres' ent requesting funds for the Drug Action Committee. Motion was made by Councilman Browning that we approve Mr. Bannick's request to the extent of $500.00. Seconded by Councilman Hunter. Discussion. Vote on the motion: Counci1man Hunter, aye; Councilman Outlaw, no; Councilman Van Bepoel, no; Councibaan Browning, aye; Mayor Piland, aye; motion carried. Mr. tra Meadows of Metropolitan Life Insurance Company passed out brochures showing the cost of upgrading the insurance program for city employees. Council is to r....i.. these costs, and if there are any changes to be made, this will be againeliscussed by Council. Counci1man Van lepoel had several requests from residents. One problem is at Wildwooch Mr.lla, from Natiol)&l Homes will be here on Wednesday morning to look, over this problem. Another problem is the ditch in Meadowlar.. Motion was made by Councilman Van Eepoel that the City again instruct the Maintenance Man to take action for cleaning up the ditch. Seconded by Councilman Hunter. Discuss ion. Motion was ';.ma4eby C9Ul'lcilman Browning to table this until we get further informa,.. tion. Motion carried. , '!he contract with the County for Road Maintenance expires Sept.er 30, 1974. Councilman Browning requested one week to go over anel evaluate the work that has been done, anel coae back next week with a recommendation. On Sept~er 23, there will be a Workshop at 7:00 p. m. to discuss guidelines for hol~days and vacations for city employees. Freeman read Resolution No. 133 naming the park on North Idgaaon Ave. Sunshine Park. Motion was mac:le by Councilman Hunter that we adopt Resolution No. 133. Seconded by Counc111llan Brownina. Discussion. Vote on the motion: Councilman Hunter, aye; Councibllan Outlaw, aye; Councilman Van lepoel, yes; Councilman Browning, aye; motion Carried. Attorney Freeman read Resolution No. 134 thanking Debra Jordan for naming the park. Motion ".S made by Councilman Hunter to adopt Resolution No. 134. Seconded by Councibpn van Eepoel. Discussion.
