The invocation was given by David Outlaw, Councilman. The pledge of allegiance to the flaa was led by Councilman Irene Van Eepoel. Councilmen: David Outlaw, present John Booth, present Irene Van lepoel, present Donald Browning, present Motion was made by Councilman Booth to approve the minutes of June 24, 1974. Seconded by Councilman Van E.poe1. Disculllsion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoe1, yes; Councilman Brownina, aye; motion carried. Roll CaU: Hayor Troy Piland, present Viee-Jilayor Irwin Hunter, present Attorney Thomas Freeman, present Fire and Recreation Report, Councilman Hunter reporting: Councilman Hunter read the monthly Fire Department Report. Motion was made by Councilman Hunter that we send a letter of thanks to all the orgaGiutions and each individual for helping to mow the park at North Idg-.on AVenue. Seconded by Councilman Booth. Discussion. Vote on the aotion: CouncibDan Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Counci1:lllan Van Eepoel, yes; Councilman Browning, aye; motion carried. Councilman Hunter thanked the people personally for helping to do the work in the park. Finance & Election Report, Councilman Outlaw reporting: Ixpen4itures for the _nth of June were as follows: Police DeparbDant, $8,311.86; Fire .epartae.t, $1,345.20; Health & Recreation Departaeat, $420.58, Zoning Depatt'taetlt, $1,89'.78; Fi1Ulnee Departaent, $1,241.23; Office hpartaent, $2,783.21; Petty Cash $24.42 and Income Tax $1,638.10; total expenditures for Jun. $17,664.38. Po1iee & Health Department, Councilman Booth reporting: Councilman Booth distributed copies of the Police & Health B.eport to all Councilmen. Councilman Booth/that all three police vehicles are in very bad condition. reported Motion was made by Councilman Van Eepoel that we obtain bids for specifications set by the Police Chief for three vehicles under the emergency provisions of the ordi1Ulnce. Planning & Zoning Board Report, Councilman Van lepoel reporting: Councilman Van Eepoel had no official Planning & Zoning Report. Session, July 1, 1974 Page 2 73-74 - 36 Road & Bridge Department Report, Counci~n Browning reporting: Counci~n Browning distributed copies of the Road and Bl:'idge Report to all Councilaen. Counci~n Browning requested that all instructions be channeHed through the Police Department, as the Police Chief is the daily manager of the Road and Bridge Department. Attorney Thomas Freeman read the second reading of Ordinance No. 104 by title only. Motion was made by Councilman Booth t.o accept Ol:'dinance No. 104 on the second reading by title only. Seconded by Counci~n H~ter. Discussion. Vote on the motion: Counci~n Hunter, aye; Counci~n Outlaw, aye; Counci~n Booth, aye; Counci~n Van Eepoel, no; Counci~n Browning, aye; motion carried. Attorney Freeman read the second reading of Ordinance No. 105 by title only. Motion was made by Counci~n Hunter to accept Ordinance No. 105 on the second reading by title only. Seconded by Counci~n Booth. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, yes; Counci~n Browning, aye; motion carried. Mayor Piland recessed the Regular Session and opened the public hearing for Ordinance No. 103 which requires public hearings for all l:'e-zoning matters initiated by the Planning & Zoning Board. Hr. Freeman read the notice of public hearing that was published in the newspaper and the first reading of Ordinance No. 103. After discussion Mayor Piland closed the public hearing and reconvened the Regular Session. Hot ion was _de by Councilman Hunter that we accept Ordinance No. 103 on the first reading. Seconded by Councilman Booth. DiscusBion. Vote on the motion: Couacilman Hunter, aye; Councilman Outlaw, aye; Counci~n Booth, aye; Councilman Van Eepoel, no; Councilman Browning, aye; motion carried. Mr. Ronald T....inia presented a petition from. the residents of the Terraces in reference to the flooding. Many residents were present to complain about the high weeds and the poor drainage. Mayor Piland advised that no building permits would be issued for the Terraces until such time as our City Engineer can come and look at the situation and recommend~ a solution to the problem. Mayor's Report, Mayor Piland reporting: Mayor Piland requested that Council complete the three remaining budgets which are Office, Finance and Planning & Zoning Department; and the following week go over the entire budget and set up the public hearing. Mayor Piland instructed the City Council not to issued letters of authorization to any builders or anyone else that gives them pe~ission to block public roads Ol:' curtail any type of activities j we have a City government, the Mayor is the executive head XX and the Police Chief can function in emergency situations if he is notified. Mayor Piland also asked the City Council to instruct the maintenance department in times of adverse weather to have the maintenance man make inspections of aU city streets and at such time that he finds an unsafe condition, to notify the Chief of Police and let hUn take action. ..-" ... Session, July 1, l~74 Page 2 73-74 - 36 o Mayor piland read the letter of resignation of Etta Harville from the Planning & Zoning Board; the letter of resignation from Mary Cook from the Board of Adjus~e.t and the letter of resignation from Granville Brown as the lay representative from the East Central Florida Regional Planning Council. Motion was made by Councilman Booth to accept all three resignations with rearets. Seconded by Councilman Hunter. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van lepoel, yes; Councilman Browning, aye; motion carried.
