The invocation was given by CouncU..n Il'ane Van Bepoel. The pledge of allegiance was led by Councilman Irwin Hunter. Roll Call: Hayor Troy Piland, present Attorney &dmund Woolfolk, present .ice~yor Irwin Hunter, present Councilmen: David Outlaw, pl'esent John Booth, presant Irene Van Bepoel, present Donald Browning, present Motion was made by Councilman Booth to approve the minutes of April 29, 1974. Seconded by Councilman Hunter. Discussion. Vote on the motion: Couacilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Bepoel, yes; Councilman Bl'owning, aye; motion carried. Fire & aecl'eation aeport, Councilman Hunter reporting: CouncibDan Huatel' I'ead the monthly Fil'e Department aeport and discussed having a city park for the youth of Winter Springs. Councilman Outlaw discussed the proposals for the XErox copier, the 3H copier and our costs using Florida Land Company'. machine; and he suggested that we do not pUl'chase a machine at this t1ae. Motion was made by Councilman Outlaw to instruct the Attorney to dr:aw up an ordinance to adopt Flood Insul'ance to meet the requirements of 1975. Seconded by Qouacilman Hunter. Discussion. Mr. Zaccarrello of B&W Refuse Service has asked the City to help him with his collection problem.. He has approximately 250 delinquent accounts. Police & Health Report, Councilman Booth reporting: Councilman Booth distl'ibuted copies of his report to all counciLmen and one for the City's file. Planning & Zoning aeport, Councilman Van Eepoel reporting: Councilman Van Bepoel read the Zoning BoaI'd recommendations of April 25, 1974 and the Building Inspectol"s report for April 1974. ~ {' ........,-,,- .~ f . . < n ~ Reg. Session, May 6, 1974 Page 2 73-74 - 29 Motion was made by Councilman Van Eepoel to accept the Planning & Zoning Board's reCOlllllenUtion and deny the request for P.U.D. Zoning to Oakleaf for the following reasons: roads are not adequate to handle traffic; Uapact to the city police and fire departments; iBpact to the county schools, can't afford it; and ~aillage. Seconded by Councilman Outlaw. Discussion. Vote on the motion: CQ1IIlcilman Hunter, no; Councilman Outlaw, no. Councilman Booth, 110; Councilman Van Eepoel, yes. CQ1IIlcil1Dan Browning, no; motion failed. Motion was made by Councilman Booth to set up a public hearing for the change of zonina for Calbert Development Corporation from R.U. To P.U.D. Seconded by Councilman Hunter. Discussion. Vote on the motion: Counc.llman Hunter, aye. Councih1an Outlaw, aye. Councilman Booth, aye; Councilman Van Eepoel, no; Councilman Browning, aye; lIlotion carried. Road & Bridge Report, Councilman Browning reporting: Councilman Browning discussed the prob18lllS with the road and bridge department and the need for an additional man. There was a discussion of entering into the agre...nt with the County for the last quarter of this fiscal year. This will be on the agencla next week for more discussion.- Mayor's Report, Mayor Piland reporting: Mayor Piland advised Council that the Planned Use Report for Federal Revenue Sharing is here and Council must designate the expenditure of funds. Hotion was made by Councilman Hunter to give the Mayor the power to 1II8ke cOllllittee appointments to the Regicmal Plannin& Council. SecQllc1ed by Couacih1an Booth. DiscussiQn. Mayor Piland discussed the CALNO Heeting-of Hiy 1. , v Attorney Woolfolk discussed the plan the Wilco Group presented for the park in the Terraces. Hotion as made by Councilman Browning to accept the plan and to inclu4e a picaic table, and fencing of the tot lot with a substantial gate and also to recogn~e the fact that the City will waive the building permit in this faciltt,. however, the city is to inspect this at the normal iatervals in constructiOn_ Seconded by Councilman Hunter. Daniels presented a petition of the residents in the Winter Springs Unit IV area. There was a discussion with Hr. Bohannen on whether or not he could build a house on a certain lot in the Ranchlands. There was no action necessary; only to follow the ordinance. Attorney Woolfolk distributed copies of the proposed Ordinance No. 103 to all Councilmen which requires public hearings for all re-zoning matters, etc. Councilman Booth announced that Patrolman T. R. Hey was made Sergeant and Edgar Smart, Jr. is now a patrolman with the City. Motion was made by Councilman Booth to adjourn. Seconded by Councilman Hunter. Motion carried.
