A pledge of allegiance to the flag was led by Councilman Piland. Roll Call: Mayor Granville Brown, present Vice~yor Troy Piland, present Acting City Attorney, Edmund Woolfolk, present Councilmen: Irwin Hunter, present Vicki Baker, present John Booth, present Cliff Jordan, present Motion was made by Councilman Booth to approve the minutes of December 19, 1973. Seconded by Councilman Jordan. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Booth, aye; Councilman Baker, aye; Councilman Jordan, aye; Councilman Piland, aye; motion carried. There was no Health & Recreation Report. There was no Finance & Election Report. Road & Bridge Report, Councilman Jordan reporting: Councilman Jordan gave his farewell wishes. Zoning & Industrial Report, Councilman Piland reporting: Councilman Piland read the recommendations from the Planning & Zoning Board dated December 20, 1973 and asked that they be placed on the agenda for the Council Meeting of January 9, 1974. The East Central Florida Regional Planning Council will be operating under a new set of by-laws that will enable municipalities to join the Council as voting members. Councilman Piland asked that this be placed on the agenda also. Police & Fire Report, Councilman Hunter reporting: Councilman Kunter read the monthly police and fire department reports. Mayor'S Report, Mayor Brown reporting: Mayor Brown gave his farewell wishes and thanked everyone for their cooperation. Motion was made by Councilman Jordan to adjourn. Seconded by CouRcilman Booth. Motion carried. The Reorganizational Ceremony was called to order by Mayor Roy McClain at 7 :47 p.m. . Roll Call: Mayor Roy McClain, present Acting City Attorney, Edmund Woolfolk, present Councilmen: Irwin Hunter, present David Outlaw, present John Booth, present Irene Van Eepoel, present Troy Piland, present Mayor Roy McClain, Councilman Irwin Hunter, Councilman David Outlaw and Councilman Irene VanEepoel were sworn in by Acting City Attorney Edmund Woolfolk. _ =_F!":~ . . . ~or8a^izationa1 ceremllt, January 7, 1974 cont. e Page 2 73-74-12 Motion was made by Councilman Booth that we nominate Troy Piland as Vice~ayor. Seconded by Councilman Outlaw. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, yes; Councilman Piland, aye; motion carried. Motion was made by Councilman Booth that we nominate Mary Norton as City Clerk' and Treasurer. Seconded by Councilman Van Eepoel. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, yes; Councilman Piland, aye; motion carried. Motion was made by Councilman Van Eepoel that the Mayor, the Vice~yor and City Clerk and Treasurer sign the Bank Resolutions. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, yes; Councilman Piland, aye; motion carried. Mayor McClain asked the City Attorney for a legal opinion of the Sunshine Law. Councilman Van Eepoel stated for the record that she received legal advice that officials prior to taking office are not violating the Sunshine Law. Councilman Booth stated for the record that if this is not cleared up Mrs. Van Eepoel would receive a suit for slander, defamation of character and libel. Motion was made by Councilman Van Eepoel to adjourn. Seconded by Councilman Outlaw. Discussion. Vote on the motion: Councilman Hunter, no; Councilman Outlaw, yes; Councilman Booth, no; Councilman Van Eepoel, yes; Councilman Piland, no; motion failed. Motion was made by Councilman Hunter that the City Attorney make a presentation of the Sunshine Law and get a legal opinion from the Attorney General on the Sunshine Law primarily does it effect elected officials who have not taken office or elected officials who are in office. Seconded by Councilman Van Eepeol. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, aye; Councilman Piland, aye; motion carried. Motion was made by Councilman Hunter to adjourn. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Hunter, aye; Councilman Outlaw, aye; Councilman Booth, aye; Councilman Van Eepoel, aye; Councilman Piland, aye; motion carried.
