HomeMy WebLinkAbout1973 08 08 City Council Regular Minutes 72-73 - 40 REGULAR SESSION CITY COUNCIL CITY OF iHNTER SPRINGS AUGUST 8, 1973 The Regular Session of the City Council of the City of Winter Springs, Florida was called to order by Mayor Bro,vn at 7:42 p. m. A pledge of allegiance to the flag was led by Councilman Jordan. Roll Call: Mayor Granville Bro\vn, present Judge Ned Hoolfolk, present Vice-Mayor Troy Piland, absent Councilmen: Victor Miller, present Vikki Baker, absent John Booth, present Cliff Jordan, present Mayor Brovm recessed the Regular Session and opened the Public Hearing. The first public hearing 'tlas for the annexation of 3.597 acres of land requested by Georges St. Laurent, Trustee. Mayor BroVffi read the notice of public hearing that was published in the Sanford Herald. No one spoke against the annexation. Mr. Georges St. Laurent was present to speak for the annexation. -- The second public hearing was for the modification of the developmental plans of the Winter Springs Development Corp. Planned Unit Development to permit six story levels. Mr. Harlan Hanson and Mr. Nonnan Rossman spoke for the modification. Col. Arnyhm, President of the Winter Springs' Home Owner's Association spoke against the request. Several residents also objected. Mr. Norman Rossman, President of the Winter Springs Development Corporation withdrew the request. Mayor Bro\vn closed the public hearings at 8:33 and reopened the Council Meeting. Motion was made by Laurent, Trustee. Councilman Miller, carried. Councilman Miller to annex the property for Georges St. Seconded by Councilman Booth. Discussion. Vote on the motion: aye; Councilman Booth, aye; Councilman Jordan, aye; motion Water Connection Fees: Motion was made by Councilman Jordan to instruct the Attorney to amend Ordinance No. 87 to include the water meter charges. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Miller, no; Councilman Booth, aye; Councilman Jordan, aye; motion failed. Mrs. Hurt had many complaints, and presented a list of these complaints to the Mayor, and copies are to be distributed to the Councilmen and Police Chief. Mayor Brown suggested to the Council that next year's Federal Revenue Sharing money might be used to hire a dog catcher and for equipment. }layor BroVffi asked Council to think this over as the Federal Revenue Sharing Report must be returned by September 10. -- ,- Regular Session, August 8, 1973 Page 2 72-73 - 40 ,- Councilman Miller discussed the need for a dispatcher for the Sheriff's Communication Center. Notion was made by Councilman Hiller that Mrs. Baker's leave of absence be extended until she recovers. Seconded by Councilman Booth. Discussion. Vote on the motion: Councilman Miller, aye; Councilman Booth, aye; Councilman Jordan, aye; motion carried. 11otion was made by Councilman Booth to adjourn. Seconded by Councilman Miller.
