REGULAR SESSION
CITY COUNCIL
CITY OF WINTER SPRINGS
DECEMBER 18, 1972
The Regular Session of the City Council of the City of Winter Springs, Florida
was called to order by Mayor Brown at 7:45 p. m. A pledge of allegiance to the
flag was led by Councilman Piland.
Roll Call: 6ouncilmen;
Mayor Granville Brown, present James Sasser, present
Attorney Thomas Freeman, present Herbert Fox, present
Vice Mayor Charles Rowell, absent Victor Miller, present
Troy Piland, present
Motion was made by Councilman Piland to approve the minutes of December 4th and
December llth. Seconded by Councilman Miller. Discussion. Vote on the motion:
Councilman Rowell, absent; Councilman Sasser, aye; Councilman Fox, aye; Council-
man Miller, aye; Councilman Piland, aye; motion carried.
Mr. Freeman read the second and final reading by title only of Ordinance No. 84.
Motion was made by Councilman Miller to accept the second and final reading of
Ordinance No. 84 by title only. Seconded by Councilman Sasser. Discussion.
Vote on the motion: Councilman Rowell, absent; Councilman Sasser, aye; Councilman
Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried.
Motion was made by Councilman Piland that we authorize the Mayor to execute the
Mutual Aid Agreement for the Fire Department. Seconded by Councilman Miller.
Discussion. Vote on the motion: Councilman Rowell, absent; Councilman Sasser,
aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion
carried.
Motion was made by Councilman Fox to instruct the Attorney to set up public
hearings for zoning changes as requested by Mr. William Carroll and Florida Land
Company. Seconded by Councilman Sasser. Discussion. Vote on the motion:
Councilman Rowell, absent; Councilman Sasser, aye; Councilman Fox, aye; Councilman
Miller, aye; Councilman Piland, aye; motion carried.
Motion was made by Councilman Miller to instruct the Mayor to sign the final plat
of Winter Springs, Unit IV. Seconded by Councilman Sasser. Discussion. Vote on
the motion: Councilman Rowell, absent; Councilman Sasser, aye; Councilman Fox, aye;
Councilman Miller, aye; Councilman Piland, aye; motion carried.
Walden Terrace: Motion was made by Councilman Piland that we approve the preliminary
plat with the understanding that the City Engineer will have to be satisfied on the
final plat with the drainage problem. Seconded by Councilman Fox. Discussion.
Vote on the motion: Councilman Rowell, absent; Councilman Sasser, aye; Councilman
Fox, aye; Councilman Miller, no; Councilman Piland, aye; motion carried.
Motion was made by Councilman Miller to rescind the motion to grant the insurance
for city employees to the Southeastern Group Trust. Seconded by Councilman Piland.

Motion was made by Councilman Miller that we adopt the Metropolitan Plan III.
Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman
Rowells absent; Councilman Sasser* aye; Councilman Fox, aye; Councilman Millers
aye; Councilman Pilands aye; motion carried.
Motion was made by Councilman Piland to pay the bills. Seconded by Councilman
Sasser. Discussion. Vote on the motion: Councilman Rowell* absent; Councilman
Sassers aye; Councilman Fox* aye; Councilman Millers aye; Councilman Piland*
aye; motion carried.
Motion was made by Councilman Miller to adjourn the meeting. Seconded by
Councilman Fox. Motion carried.
