Roll Call: Mayor Granville Brown, present Vice Mayor Charles Rowell, present Attorney Thomas Freeman, present the City of Winter Springs was m. A pledge of allegiance to the Gouncilmen: James Sasser present Herbert Fox present Victor Miller present Troy Piland present Mayor Brown recessed the Regular Session and opened the public hearing on the modification of the Planned Unit Development of William Goodman and Associates. Mayor Brown read the notice of public hearing that was published in the Sanford Herald and posted in three places in the City. No one was present to speak against the changes. Mr. Harlan Hanson explained at great length the changes in the Planned Unit Development. Mayor Brown closed the public hearing for Bill Goodman and Associates and opened the public hearing for the modification of the Planned Unit Development of Al Schacter. Mayor Brown read the notice of public hearing that was published in the Sanford Herald and posted in three places in theCity. No one was present to speak against the changes. Mr. John Petty explained the changes to be made in the P.U.D. The public hearing was closed at 8:55 p, m., and Mayor Brown called the Council back in session. Zoning Board Recommendations: 1. Mr. William A. Carroll request for zoning change on pro pertyaacquired from Mr. Alexatos (previously known as Meadowlark Unit 1). The Board recommends Council approve the Zoning change on this property in accordance with attached zoning sketch and Mr. William Carroll's letter of October 19, 1972. Board calls Council's attention to paragraph 2 of this letter regarding Mr. Carroll's request on the land for park and recreational purposes. After much discussion of the drainage situation, Mr. Carroll withdrew his application. Motion was made by Councilman Rowell to accept the modification of the Planned Unit Development for William Goodman's property as submit to d. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye; Coundilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried. October 309 1972 Page 2 Motion was made by Councilman Fox that we obtain the thirteen additional lights for Unit IV Winter Springs. Seconded by Councilman Miller, Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye;'Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried. Motion was made by Councilman Piland that we grant the modification plans as submitted for Al Schacter. Seconded by Councilman Sasser. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, no; Councilman Miller, no; Councilman Piland, aye; motion carried. There was a short discussion of Mr. Hartsock's recommendations which were as follows: number minute pages; make daily deposits, set up ledger into five sections; general, building, road and bridge, general fixed assets and new revenue fund; open up bank accounts for new funds; set up separate ledger pages for budgeted items; pre -numbered receipt books list citation number on court docket and keep record of bonds already deposited, collected this session, bonds refunded and have the Judge sign the docket. Motion was made by Councilman Piland that we authorize the Chief to hire Teddy R. Hey as patrolman as requested. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried. Motion was made by Councilman Miller to pay Fred Roesel for 136 hours work and Edgar Smart for 64 hours work at the rate of $2.15 per hour. Seconded by Councilman Rowell. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried. Motion was made by Councilman Piland that we give the Fire Department a variance to hold a turkey shoot on days specified in their request. Seconded by Councilman Fox. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye; motion carried. Motion was made by Councilman Rowell that we delete Section 12, paragraph 1 and 2 of the General Rules and Regulations of the Police Department. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, ayes Councilman Miller, aye; Councilman Piland, no; motion carried. Motion was made by Councilman Fox to adjourn.
