A pledge of allegiance to the flag was led by Councilman Sasser. Roll Call: Councilmen: Mayor Granville Brown, present James Sasser, present Attorney Thomas Freeman, present Herbert Fox, present Vice Mayor Charles Rowell, present Victor Miller, present Troy Piland, present Motion was made by Councilman Rowell that we donate $500.00 to the Seminole County Drug Action Committee. Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Adoption of Police Department Rules and Regulations: Motion was made by Councilman Piland that we adopt the rules and regulations as set forth in these three documents. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, no; Councilman Sasser, aye; Councilman Fox, no; Councilman Miller, aye; Councilman :;Piland, aye. Motion carried. Motion was made by Councilman Rowell to table the adoption of police rules and et regulations until August 7. Seconded by Councilman Fox. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, no; Councilman Fox, no; Councilman Miller, no; Councilman Piland, no. Motion failed. Motion was made by Councilman Fox that we amend Item 10, Section III that the Chief of Police shall provide the Police Commissioner with a budget by April 1. Seconded by Councilman Rowell. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, no; Councilman Piland, aye. Motion carried. Motion was made by Councilman Piland that we add to Item 11, Section III, that whenever the Chief of Police leaves the Village that he notify the Police Commissioner whom he designates as his replacement or other proper authority. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Motion was made by Councilman Miller that we add to Item 27 of Section VII, "a carbon copy be forwarded to the Police Commissioner". Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman Rowell, no; Councilman Sasser, aye; Councilman Fox, no; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Motion was made by Councilman Fox to remove the word "smoke" from Section VIII, paragraph 10. Seconded by Councilman Rowell. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, no. Motion carried. Motion was made by Councilman Miller that the Chief of Police shall conduct an annual inventory of all police property and equipment on April 1 of t each year. Seconded by Councilman Piland. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Motion was made by Councilman Fox that we strike out paragraphs one and two in their entirety of Section XII. Seconded by Councilman Rowell. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, no; Councilman Fox, aye; Councilman Miller, no; Councilman Piland, no. Motion failed. Motion was made by Councilman Miller to add Item No. 11 to Section XII that the arresting officer shall never receive cash or bonds from the defendant. Seconded by Councilman Sasser. Discussion& Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Motion was made by Councilman Miller to add Item 12 to Section XII that auxiliary officers cannot carry weapons unless they meet the requirements of the Police Standards Board and have the approval of the City Council. Seconded by Councilman Sasser. Discussion. Vote on the motion: Councilman Rowell, no; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Zoning Board Reoommendations: Motion was made by Councilman Fox that Council accept the Zoning Board's recommendation and approve the plats of the Highlands Section Two and Three. Seconded by Coundilman Miller. Discussion. Vote on the motion: Councilman Rowell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Piland, aye. Motion carried. Motion was made by Councilman Miller to authorize the Mayor to purchase those plats which the City does not have. Seconded by Councilman Fox. Discussion. Motion was made by Councilman Piland that we accept the format with Winter Springs Police Department, Seminole County, Florida. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman Powell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman Miller, aye; Councilman Pil<nnd, aye. Motion carried. Motion was made by Councilman Piland that we adopt this shield, as described, for the Police Department. Seconded by Councilman Miller. Discussion. Vote on the motion: Councilman RoT-Tell, aye; Councilman Sasser, aye; Councilman Fox, aye; Councilman hiller, aye; Councilman Piland, aye. Motion carried. Councilman Ro?-*ell verbally resigned as of July 31, 1972. Motion wrs made by Councilman Piland that the Mayor call a Special Session to conduct an investi-ation of Patrolman William Morris.
