HomeMy WebLinkAbout1972 04 17 Village Council Regular MinutesREGULAR SESSION V 11MOR COUNC IL VILLAGE OF NORTH ORLAIMO APRIL 17, 1972 The Regular Session of the Village Council of the Village Of North Orlando was called to order by Mayor Brown at 7:32 p.m. A pledge of allegiance to the flag was led by Councilman Rowell, Roll Call: Councilmen: Mayor, Granville Brown, present Victor Miller, present Attorney, Thoaas Freeman, present Herbert Fox, present Vice -Mayor, Charles Rowell, present dames Sasser, present Troy Piland, present Mayor Brown recessed the Regular Session and called the Public Hearing to order. The Public Hearing was for an application for a Special Permit for Mrs. Allen Crook, 220 Panama Road, allowing her to have more than two dogs* leo one came to speak against the Application Permit. Mayor Brown read the letter from Mr. and We. Vanlepeel which is attached. A motion was made by Councilman Fox, to grant the special permit to Mrs. Allen Cronk, 224 Panama Road, allowing her to have the third and fourth dog. Seconded by Councilman Miller. Discussion.. Motion earried. Meadowlark: There was a discussion of obtaining easements. As long as these easements are not dedicated to the Village, then there is so responsibility. So it was suggested that the Village not accept any drainage solation or road solation which we can't take care of, because once we accept it, then we are responsible for it. If the Village should allow this proposed swan, we have = guarantee that it will be piped. The only way we would be sure of having it piped is by having the developer put up a bond for a certain length of time which would be forfeited if the piping was not done by that t1me. Last week a straw vote was given on the concept of the swan. The developers were to have their engineering plans to show the Village Engineer for some kind of report for this meeting. The plans were given to the engineer too late for him to give us any report. It was advised that it should be suggested to the developers that until they come up with an adequate solution to the drainage problem, there will be no approval. 0 .y 0 0 Regular Session April 17, continued Pillage Conned Page 2 Mr. Cliff Jordan again went over his proposals to the City. Mr. Reed of Florida Land Caspaay is to meet with the State Board of Health to discuss more sewer and water conneeti®ns. As it stands right now, Fla. Land could not serve Meadowlark Unit I. A motion was made by Councilman Fos that Meadowlark Unit I be turned down because we do not have the information we need and that the drainage problem is not complete. Seconded by Councilman Rowell. Discussion. Motion withdrawn by Councilman Fox. Second withdrawn by Councilman Rowell. A motion was made by Councilman Fox that we not accept the plat of Meadowlark Unit I at this time. Seoonded by Connell - man Rowell. Discussion. Motion carried. Allen P819: Russ Mills, with Kuhrt & Associates presented the conceptual plan of the proposed 40 -acre lake which Allen Pyle proposes to construct, and this would take about five years. These Cans where shown merely to give the Council an idea of what is planning to do. The plans are to be given to the • Zoning Board and to the 'Village Bngineer. Resolutions to Mr. Hurt and Mr. Kelley: A notion was made by Councilman Piland that we adopt Resolutions won. 96 and 97. Seconded by Councilman Millin. Discussion. Motion carried. Upon presentation of the Resolution to Mr. Kelley, Mr. Kelley suggested that we have our ordinances checked over for loop holes and have proper changes made before the developers find them. Councilman Piland said turbo jet nozzles were needed by the Fire Department. A motion was made by Councilman Piland that we purchase these turbo jet nozzles for the Fire Department for the amount not over $350.00. Seconded by Councilman Rowell, Discussion. Motion carried. Councilman Miller said he would like the Council to instruct the Zoning Board to close up any future drainage ditches and to require the developer to put in a large enough pipe to take the water all the way to its basin. Let's let all developers know now either to cease in with the idea of piping, or don't come In; no swans, no ditches. 00 A motion was made by Councilman Piland to put Ordinance No, 71 on the agenda. Seconded by Councilman Rowell. Discussion. Motion carried. �I L Regular 48ession Village Council April 17 continued Page 3 Mr. Freeman read the first reading of Ordinance No. 71. A motion was made by Councilman Piland that we accept Ordinance No. 71 on the first reading. Seconded by Councilman Sasser. Discussion. Motion carried. There will be a CALNO Meeting here at the Village Hall, Wednesday April 19th, 7 p.m. Longwood Council passed a resolution to continue the police dispatch for another year. Mayor Brown said he would supply them with one cadet to help out with vacation periods, and they would handle only North Orlando business. Mr. Hall is to be given a report of how we intend to use these cadets and also a dopy of the agreement that is to be signed with Longwood. Mr. Bachelor attended the seminar at the Robert Meyer Motel on the new traffic signs. We have a period of four years for the changeover. There is to be another meeting in Deland on Friday, and Mr. Bachelor is to switch the night patrolman to work during the day shift and Mr. Bachelor will work the night shift. • A motion was made by Councilman Miller to adjourn.
