VILLAGE COUNCIL VILLAGE OF NORTH ORLANDO MARCH 27, 1972 The Workshop Session of the Village Council of the Village of North Orlando, Florida was called to order by Mayor Brown at 7;32 p.m. A pledge of aMDgiance to the flag was led by Councilman Hurt. Roll Call: Councilmen: Mayor Granville Brown, present Troy P iland, present Attorney Thus Freeman, present Herbert Fox, prese-it Viee-Mayor Charles Rowell, present W. R. Hurt, present Charles Kelley, present Mr. Ueoarrello of H&W Refuse Service Cmpary said he was asking for an increase of $-50 per month per customer because of t!-�e 1 -crease I" dumping fees and Ircreaso 1- salary for the o9erato.rs of 'ni.a Lr�u,,-Tr-s. A motion was made by Councilman Fox to grant the $.50 per month increase to H&W Refuse Service, effective May 1, 1972. Seconded by Councilman Piland. Discussion. Motion carried. Commissioner Rowell and Police Chief Bachelor met with Chief Sweat and Commissioner Klosky of Longwood to discuss the problem of sendir g cadets to help them out during their vacation time. Commissioner Rowell and Police Chief Bachelor were both under the Impression that Mr. Sweat ar d Mr. Klosky were satisfied with one cadet. According to the article In Monday night's Sanford Herald Chief Sweat was not satisfied with one cadet, that he would need the services of two cadets. After discussion of this a motion was made by Councilman Fox that our Police Commissioner and Police Chief Bachelor go over again and Iron it out, and if something has been charged, find out what it is and report back to Council. Seconded by Councilman Pilar d. Mr. Rowell and Mr. Bachelor are to talk it over with Chief Sweat and try to work this problem out in a cooperative way. It was brought up that the Police Department does rot have any operating procedure, but the Police Chief said he is working on a Standard Operating Procedure. Mention was made of Vicki Baker's sign in her front yard, which is In violation of Ordinance No. 44. Mayor Brown read the letter of resignation of Frank Sutera from the Zoning Board effective April 3, 1972. r March 27, 1972 continued. A motion was made by Councilman of Frank Sutera and thanks for Councilman Kelley. Discussion. P age 2 Hurt to accept the resignation a fine job. Seconded by Motion carried. Mr. Fox said he would be resigning from the Board of Adjustment. Mr. Kelley said he would continue on the Board of Adjustment. As a replacement for himself, Mr. Filand recommended Ralph Johnson, who would be willing to serve. Mr. Kelley said he would be available for any information on zoning matters. Mr. Fox gave good wishes to Mr. Kelley who has served on the Zoning Board for the past five years. Seminole County Industrial Development Authority: Mr. Harold Murphy of Florida Land Company is willing to serve on the Board. A motion was made by Councilman Piland that we appoint Mr. Murphy to serve as our ambassador to Seminole County Industrial Develop- ment Authority. Seconded by Councilman Hurt. Discussion. Motion carried. There is to be a Seminar on Traffic Control Devices on April 13th and a straw vote of approval was given allowing Chief Bachelor to attend because this seminar also relates to the new uniform traffic .-. signs. Patrolman Morris is to be asked to work that day. Mayor Brown said the Charter had passed the house last week and it is in the Rules Committee and should pass the Senate this week.
