HomeMy WebLinkAbout1972 02 28 Village Council Workshop MinutesWORKSHOP SESSION V ILLA,GE COUNCIL VILLAGE OF NORTH ORLANDO FEBRUARY 28, 1972 The Workshop Session of the Village Council of the Village of Forth Orlando was called to order by Mayor Brown at 7*040 p.m. A pledge of allegiance to the flag was led by Mayor Brown. Roll Call: Councilmen: Mayor Granville Brown, present Troy Piland, present Attorney Thomas Freeman, present W. R. Hurt, absent Vice -Mayor Charles Rowell, present Herbert Fox, present Charles Kelley, absent Ordinance No. 66: In review of previous discussions of Ordinance No. 66, there were many things that were brought up by the Water Company that we decided would be better incorporated into the franchise agree- ment. Mr. Reed made the presentation and discussed the types of things that go into ordinances and their legal department made a survey and it was determined that these things would be better incorporated into the franchise. The water company Gantt use these assets to borrow money and it takes X number of dollars to put systems in the ground, so as long as it is contributed capital, they Gantt use this as a means of borrowing money. All councilmen present were in agr'e6ment of removing the one sentence, *All water and sewer tank line systems shall be dedicated to the Village of North Orlando, Florida, by deed." Also to be changed is the first sentence from, "to install" to read, "to have installed". Koala, Mae. made a presentation of plans for Site A and Site B at Sh.eoah which will include one, two and three bedroom garden apartments and townhouses. Mr. Massiello, architect, said they would like a general over-all approval of the plan, with one modification; that is, if the town houses are more readily sold than the apartments, they would like to be able to substitute them. The schedule for construction is to get the lots staked out by March 15th; and upon approval of the over-all plan to start April lot. Mr. Frank Sutera, Scott Schaffer and Jim Palmer of the Zoning Board showed their approval and Councilmen Herbert Fox, Charles Rowell and Troy Piland gave a straw vote of approval. Page 2 February 28, 1972 cont.; Discussion of Pgrt-time police officer; Police Chief Bachelor suggested hiring two cadets and have them fill in the hours from 3 a.m. to 7 a.m. for 24-hour coverage for the Village. As this would be using a cadet as a police officer, it was debated whether or not this could be done. It was advised that this arrangement should be in writing from Mr. Hall. Since this program is financed by the government, this funding should be used for the purpose it was intended for. A motion was made by Councilman Fox to adjourn. Seconded by Councilman P iland.
