HomeMy WebLinkAbout1972 01 17 Village Council Regular MinutesREGULAR SESSION VI"ugGE COUNCIL ® V ILLAG& OF NORTH ORLANDO __.JANUARY 17, 1972 The Regular Session of the Village Council was called to order by Vice -Mayor Charles Rowell, at 7:42 p.m. A pledge of allegiance to the flag was led by Councilman Troy Piland. Roll Call.: Councilmen: Mayor Granville Brown, absent Charles Kelley, present Vice -Mayor Charles Rowell, present Herbert Fox, present Attorney Thomas Freeman, present W. R. Hurt, present Troy Piland, present A motion was made by Councilman Kelley that we send insurance specifications out for bid. Seconded by Councilman Hurt. Discussion. Motion carries. Mr. Scott Schaffer is working on a zoning map. A motion was made by Councilman Hurt to table this item until. further notice. Seconded by Councilman Fox. Discussion. Motion carries. After a discussion of Ordinance No. 66, it was decided to discuss this further at a Workshop Session and also Ordinance No. 10. A motion was made by Councilman Kelley to table Ordinance No. 66 until January 24th to be put on a Workshop Session along with a study of Ordinance No. 10. Seconded by Councilman Fox. Discussion. Motion carries. On December 20th a petition was presented to Council with 434 names signed by residents that they would like to have 24 hour protection, policemen reside in the Village and not to have unlisted telephone numbers. Mayor Brown appointed the Council to act on this petition on January 17th. The reason most residents signed the petition was because they wanted 24 hour protection, and most residents would like to have the police live in the Village. Residents wanted to be able to reach the police at home if necessary. Mr, Hurt said Mr. Joe Strong has volunteered to work a shift to insure 24 hour protection. The three recommendations were: 1. The Police Chief come up with some specifice procedures for the Police Department. 2. Police Officers be on call to the citizens within a reasonable amount of time, even if it means providing home phone numbers. 3. The Village furnish 24 hour protection. The most efficient way for contacting the Police Department is the way it is set up at present; through the Casselberry Dispatch. Page 2 January 17, 1972 cont.: A motion was made by Councilman Piland that the Chief of Police draw up operating instructions for the police department to be submitted to Council for approval. Seconded by Councilman Hurt. Discussion. Motion carries. A motion was made by Councilman Piland that the police officers be available by phone when we do not have a policeman on duty. Seconded by Councilman Kelley. Discussion. Motion carried. Hiring of another patrolman is to be put on the agenda for the Workshop Session of January 2�th. A motion was made by Councilman Hurt to advertise for bids for a new police car, according to specifications. Seconded by Councilman Fox. Discussion. Motion carried. Mr. Reed, spokesman for Florida Land Company and Cliff Jordan, ATexatos Enterprises, said they wanted a straw vote of approval of a concept of the drainage area. This concept was to provide for the excavation of a holding pond. Mr. Mills, engineer for Florida Land Company, provided some explanation of this pond, and this presenta- tion was merely a preliminary conceptual idea to reduce the cost of draining this area. A motion was made by Councilman Fox to table a decision and invite Mr. Conklin in on the Workshop and give these gentlemen an answer in writing as to what we decide. Seconded by Councilman Kelley. Rol]. Call Vote: Councilman Kelley, yes; Councilman Fox, yes; Councilman Piland no; Councilman Hurt, no; Councilman Rowell, no; motion failed. A straw vote showed approval of the concept. Mr. James Barrett parks a 2 ton 14 foot commercial truck in his driveway, and he has been told by the Police Department he is in violation of Ordinance No. ". Mr. Barrett was advised he would have to apply to the Board of Adjustment for a variance. A motion was made by Councilman Piland to direct the Chief of Poliee to enforce Ordinance No. 44 with no exceptions. Seconded by Councilman Hurt. Discussion. motion failed.
