The Regular Session of the Village Council of the Village of
North Orlando, Florida was called to order by Mayor Granville
Brown at 7:33 p.m. A pledge of allegiance to the flag Was led
by Councilman Troy Piland.
Roll Call: Councilmen:
Mayor Granville Brown, present Charles Kelley, present
Attorney, Thus Freeman, present Herbert Fos, present
Vice -Mayor Charles Rowell, present W. R. Hurt, absent
Troy Piiand, present
A motion was made by Councilman, Kelley to remove Ordinance No. 66
from the table. Seconded by Councilman Rowell. Discussion.
Motion carries.
Mr. Freeman read Ordinance No. 66 for the second reading by title
only.
,After much discussion with Mr. J. Nolan Reed of Florida Land Company,
it was decided to table Ordinance No. 66.
A motion was made by Councilman Rowell that we table Ordinance
No. 66 for a Workshop Session on December 13th. Seconded by
Councilman Fox. Discussion. Motion carries.
Mr. Freeman read the second reading of Ordinance No. 68 by title
only.
A motion was made by Councilman Kelley that we accept Ordinance
No. 68 for the second reading by title only. Seconded by
Councilman Fox. Discussion. Motion carries.
Mr. Freeman read Ordinance No. 68 for the third and final reading
by title only.
A motion was made by Councilman Fox to accept Ordinance No. 68
on the third and final reading by title only. Seconded by
Councilman Kelley. Discussion. Motion carries.
A motion was made by Councilman Rowell to allow the Community
Association to have a Christmas celebration on December 18th
and 19th. Seconded by Councilman Fox. Discussion. Motion carries.

Mayor Brown, Councilman Rowell and Councilman Piland attended a
Meeting with Chief Karcher at the Casselberry Police Department
last Friday to discuss the changeover to URF. The cost of the
mobile personnel units would be approximately $19250 each. The
range of these units is only three miles maximum. Alt, base is.
needed plus 94 foot antenna and three mobile units would ran
about �6,800. There is also a set Which would run approximately
$915 each to fit in the autmobile with a range of approximately
five or six miles. Then there is a possibility of hiring a dis-
patcher for the Village with the radio which is now on loan from
Oviedo, and also the Cadet program could be looked into. The
final suggestion was for Councilman Rowell to contact Longwood
as to the possibility of their dispatching for the Village.
There was a discussion of Mr. Bachelor's resignation.
A motion was made by Councilman Rowell to hire Walter Bachelor
as Chief of Police for the Village of North Orlando. Seconded
by Councilman Kelley. Discussion.
An amendment to the motion was made by Councilman Fox that the
Chief of Police investigate felonies within the municipal limits
of North Orlando. seconded by Councilman Rowell. Vote on the
amendment; amendment carries.
0 Vote on the motion, three ayes, one no; motion carries.
A motion was made by Councilman Rowell that we hire William Morris
as patrolman for the village of Forth Orlando, effective December 1,
19710 at a salary of $4..800 per year. seconded by Councilman Fox.
Discussion. Motion carries.
The investigation has been held concerning Mr. Donnie Brown, and
there is to be no action taken against the Police Chief; the
case is closed.
Mayor Brown said, "I wish to state that I have nothing personal
against Mr. Bachelor, and if the Police Costmissioner feels that he
is the man for the job then I must remind the Police Cossaissioner
that he is responsible for the protection of the Village and if
Mr. Bachelor gives attentive, safe and courteous police protection
to the citizens of the Village during his tenure of office, that
is all that In required."
A motion was made by Councilman Fox to adjourn the meeting. seconded
by Councilman Kelley. Motion carries.
