HomeMy WebLinkAbout1971 09 13 Village Council Regular MinutesREGULAR SESSION VILLAGE COUNCIL VILLAGE OF NORTH ORLANDO SEPTEKBER 13, 1971 The Regular Session of September 13, 1971 of the Village Council of the Village of North Orlando, Florida was called to order by Mayor Brown at 7:32 p.m. A pledge of allegiance to the flag was led by Councilman Kelley. Councilmen: Roll Call: Charles Kelley, present Mayor Brown, present Herbert Fox, present Vice -Mayor, Charles Rowell, present Winton R. Hurt, present Attorney, Thomas Freeman, present Troy Piland, present A motion was made by Councilman Rowell that we accept the minutes of August 30, 1971. Seconded by Councilman Piland. The motion was withdrawn by Councilman Rowell. The second was withdrawn by Councilman Piland. A motion was made by Councilman Rowell to amend the minutes to delete the sentence on the second page, first paragraph, "If it is plain to see the dog is just wandering from yard to yard then it can be picked up off of private property." Seconded by Councilman Piland. Discussion. Motion carries. A motion was made by Councilman Rowell to accept the minutes of August 30, 1971 as smended. Seconded by Councilman Kelley. Discussion. Motion carries. A motion was made by Councilman Hurt to pay the bills. Seconded by Councilman Piland. Discussion. Motion carries. Road & Bridge Report, Mr. Hurt reporting: Tradewinds and Hayes Roads are in bad condition. Mr. Sasser has offered to look over the grader and see if it is worth repairing. 1. The blades need sharpening on the tractor, and after this is done the recreation area will be mowed. A motion was made by Councilman Rowell that we buy concrete at a. cost of $100.00 or less. Seconded by Councilman Piland. Discussion. Motion carries. This concrete is to be used to make the base for the utility shed. No Zoning and Industrial Report. Board of Adjustment will hold a variance for Mr. McClain to The Council Meeting will start ecess the meeting and open the Police & Fire Report, Mr. Rowell reporting: Mr. Rowell read the monthly police and fire reports. A letter was received from Police Chief Bachelor appointing Bruce Dean as an auxiliary patrolman. A letter was received from Police Chief Bachelor requesting Patrolman F. S. Kenneth be promoted to Sergeant. A motion was made by Councilman Rowell that Patrolman F. Scott Kenneth be promoted to S rgeant with .n.o raise in pay effective September 13, 1971. Seconded by Councilman Kelley. Discussion. One Councilman voted aye, one councilman voted no and three abstained. Mayor Brown voted no and the motion failed. Mayor t s Report, Mayor Brown reporting: Mayor Brown introduce d the visitors: Mack Cleveland, Tom Alexander, Jack Bradshaw, J. Nolan Reed and Howard Allard. Mayor Brown attended a meeting a t Seminole Junior College and an association was formed, the Seminole Advisory Council for the Aged. This Council is to help educate the aged to have things to do to eliminate loneliness. Mrs. Ruth Fuller is to be the representative from North Orlando. A motion was made by Councilman Fox that we participate and appropriate $500 for the Seminole Advisory Council. Seconded by Councilman Hurt. Discussion. Motion carries. (Councilman Rowell voted no.) Mayor Brown recommended that we send a representative to the Seminole Development Board. Mr. Ed Ferguson would serve as our representative. A motion was made by Councilman Kelley for North Orlando to participate In the Seminole Development Board. Seconded by Councilman Hurt. Discussion. Motion carries. Page 3 September 13, 1971 cont-: �^ Mayor Brown has talked to representatives of Bill Goodman and they will be in touch with us. They have been negotiating with Florida Land Company. Mr. Freeman read the first reading of Ordinance 62, the intent to annex road rights -of -way on Highway 434- A motion was made by Councilman Kelley that we accept the first reading of Ordinance 62. Seconded by Councilman Fox. Discussion. The motion was withdrawn by Councilman Kelley and the Second withdrawn by Councilman Fox. This was tabled until September 20, 1971 for further information. . Mayor Brown will be getting a Maintenance Bond in the amount of $13,668.00 for North let Court, North let Street and lower half of Algiers and a drainage sewer approximately at the end of Algiers on north side of let Court. Mayor Brown will accept this in a few days. A motion was made by Councilman Piland to authorize $100.00 for the purchase of an up-to-date set of Florida Statutes. Seconded by Councilman Hurt. Discussion. Motion carries. R motion was made by Councilman Kelley that we donate our set (1963) of Florida Statutes to the Longwood Library when our new ones come In. Seconded by Councilman Piland. Discussion. Motion carries. A motion was made by Councilman Rowell to authorize the Mayor to negotiate with the cable television companies for a contract for North Orlando. Seconded by Councilman Hurt. Discussion. Motion carries. Guidelines for the Humane Officer are in Ordinance 16 and that officer must use his judgment. for picking up the dogs. A motion was made by Councilman Piland to authorize the Mayor to purchase signs and authorize the amount of $50.00. Seconded by Councilman Hurt. Discussion. Motion carries. Signs to be purchased are identification signs for the Humane Officer's vehicle and also the Village truck. The Humane Officer is also to buy some type of uniform in which to perform his duties. A motion was made by Councilman Piland to instruct the Mayor to respond to Mayor Lomelots letter expressing our approval of his position and ask that we be listed as a municipality opposed to the discrimination listed in the bill. Seconded by Councilman Fox. Discussion. Motion carries. Page 4 September 13, 1971 Cont.: There was discussion of our entering the suit as a friend of the court with Casselberry. The County claims Casselberry annexed Red Bug Road and they should maintain it; Casselberry claims they annexed property up to the road. This will be discussed at another meeting, if and when the suit does come up. A motion was made by Councilman Fox to ad.jour the meeting. Seconded by Councilman Kelley. Motion carries.
