HomeMy WebLinkAbout1971 06 07 Village Council Regular Minutesr REGULAR SESSION VILLAGE COUNCIL VILLAGE OF NORTH ORLANDO JUNE 7, 1971 The Regular Session of the Village Council of the Village of North Orlando, Florida was called to order by Mayor Brown at 7:35 P.M. A Pledge of Allegiance to the Flag was led by Councilman Rowell. Roll Call: Councilmen: Mayor Granville Brown, present Herbert Fox, present Vice -Mayor Charles Rowell, present W. R. Hurt, Present Attorney, Thomas Freeman, present Troy Piland, present A motion was made by Councilman Fox to approve the minutes of the Regular Session of May 17, 1971. Seconded by Councilman Hurt. Discussion. Motion carries. A motion was made by Councilman Rowell to approve the minutes of the Workshop Session of May 24, 1971. Seconded by Councilman Fox. Discussion. Motion carries. A motion was made by Councilman Rowell to pay the bills. Seconded by Councilman Hurt. Discussion. Motion carries. A motion was made by Councilman Piland that we appropriate $50.00 for the Clean -Up Week Project. Seconded by Councilman Hurt. Discussion. Motion carries. There is a program underway to try and force the county to come into the different cities and pick up dogs, for which we pay taxes. P age 2 June 7, 1971 cont. To -a eRe Fr-t Mr. Hurt reporting: r. Hurt thanked Mr. Reed for all the work Florida Land Company has done on the roads. Parts of Tradewinds and Edgemon Avenues still need work done. Zoning & Industrial re ort Assistant Mr. Fox reporting: There are still vacancies oe the Zoning Board. Police & Fire Report, Mr. Rowell reporting: Mr. Rowe7l read the monthly Fire & Police reports. A letter was received from Police Chief Walter Bachelor appointing George Bradshaw, Jr. as Auxiliary Patrolman. A motion was made by Councilman Piland that we appropriate $500.00 to buy a pump for the fire truck and to appoint Mr. Fox as the representative to supervise the purchase. Seconded by Councilman Hurt. Discussion. Motion carries. Ma ores Report, Mayor Brown reporting: 'Seminole county Flas a bit or a problem with the Factory, an after-hours club on the highway. Also there has been quite a bit of talk about another rock festival coming into the area. It would behoove the Council to prohibit rock festivals and after -hour clubs in the Village. The CALNO Meeting will be held Wednesday evening at 7 p.m. at the Casselberry City Hall. Mayor Brown read the request from Florida Land Company to put four houses as models to be located east of the office building on Fairfax Avenue and north of SR 434. As this will be temporary for about one year,, Florida Land Co. was given permission to do this." The Council authorized Mr. Freeman to prepare legal descriptions for annexing rights -of -way along 434 west to Longwood city limits and east to its intersection with SR 419. After much discussion on modular homes, which these four models will be, it was decided to see if Bill 1008 has passed which pertains to inspection of factory built houses. Florida Power Company - Mr. Dyer, Representative: After mue -discussion., it was agreed ha a cost of the installation and cost of the light fixtures be borne by the developer; the Village pays only for the electricity that flows through them. Mr. Freeman is to incorporate this into the amendment to the Subdivision Ordinance. Seminole County Contractors Examination: A motion was made by Councilman Hurt to allow the Seminole County Zoning Director to function as the examiner of the Building Trades qualifications for contractors doing business in North Orlando. Seconded by Councilman Piland. Discussion. Motion carries. A motion was made by Councilman Rowell to acdept, with regrets, the resignation of Charles Kelley as Councilman. Seconded by Councilman Hurt. Discussion. Campbell from the Zoning and Planning Board with regrets. Seconded. by Councilman Rowell. Discussion. Motion carries. The Greater Sanford. Chamber of Commerce had been notified that no representative from the Village would attend the luncheon and meeting at the Caboose. Dump Truck: A motion was made by Councilman Piland that we accept the highest offer over $400 for the dump truck. Seconded by Councilman Fox. Discussion. Motion carries. Fire Department Committee Report: The Fire Department is working on a list of expenditures for the past year and a proposed new budget for the coming year and it should be ready for the meeting on June 21. Only two applications have been received for Maintenance Man for the Village. Florida Land Co. - North Orlando Ranches Section 7: Mr. Leonard Casselbery, prospective buyer, discussed his intentions with this property. The two points in question, either Mr. Casselberry intends to dredge to the high water mark or take dirt out of the water to use as fill along the edge of the lake so that he can sell these lots as water front lots. Mr. Conklin requested more information on this item, and Mr. Freeman is to give us a legal opinion. Also, where the lake is in the County and the City of Casselberry, we need to know their opinions. TOPICS: More time is needed to study this Item. A motion was made by Councilman Rowell to place an ad in the Lyman High School yearbook for $10.00. Seconded by Councilman Fox. Discussion. Motion carries. (This ad will be the same as last year's, to read, "Compliments of the Village of North Orlando Residents and Council".) Congratulations were given to Mr. Freeman for his award. for outstanding performance in the Municipal Judges Association. A motion was made by Councilman Fox to adjourn the meeting.
