HomeMy WebLinkAbout1970 03 02 Village Council Regular MinutesREGULAR MEETING VILLAGE COUNCIL VILLAGE OF NORTH ORLANDO MARCH 2, 1970 The Regular Session of the Village Council of the Village of North Orlando was called to order at 7:30 P.M., by Mayor Jordan. A Pledge of Allegiance to the Flag was led by Mr. Brown. Roll Call: Councilmen: Mayor, C (ford. Jordan Charlesell Vice -Mayor, David. Tilson Granville Brown Attorney, Thomas Freeman Albert Marshall The minutes of the Regular Session of February 2, 1970 were reviewed by the Council. A motion to approve the minutes of the Regular Session on February 2, 1970 was made by Mr. Tilson. Seconded by Mr. Marshall. Motion carried. Treasurer's Report: Balance, general—Fund, 1/31/70 $ 2,576.05 Checks Drawn 1,056.72 Deposits 1,175,05 Balance, General Fund, 2/28/70 2,694.38 Balance, Road. and. Finance Report: Mr. Brown stated that the Finance Report would be the same as the Treasurer's Report. Recreation and. Zonin Mr. Rowell re ortin : Zoning Meeting was held Thursday, February 26, 1970 to discuss trailer parks. Mr. Rowell stated that new regulations were needed for trailer parks. Health Beautification and. Election Mr. Rowell reporting: On election - o ay, lllarcE 2, a eg s ration Book was closed. There were a total of 1�0 people registered. Dog tags will be sold Saturday, March 7 from 1 to 4 P•M. Dr. Bass will be here to administer Rabies Shots. The fees will be one dollar for male and spaded female dogs and two dollars for unspaded female dogs. Police Report. Total Manhours 52 Total Active Membership 16 Associate Members 2 N MARCH 2, 1970 PA GE 3 Mr. Tilson reported that the Fire Department had collected $208.16 for Cerebral Palsy. Ma or's Report, Major Jordan re orting; Bills were sent out for grass mowing. To date we have received the money that was deposited in the Road & Bridge Fund $270.00. North Orlando indicated that they would not be remitting in the near future. We also sent a letter to G.A.C. in another attempt to collect the fees for plats which were submitted. Mayor Jordan reported that he had attended the Central Fla. Fair Mayorts Day and met with Mayor's from different cities and accepted their hospitality. Also attended the banquet for the Governor in Sanford. It was very rewarding. Also attended a meeting of the State Road Department to discuss the road plans for Seminole County area and the Central Florida Planning Council. Nothing major that would affect us here within the immediate ten years that would show improvement on 434 before 1985 - 1990. Mr. Luis Keller of Seminole Turf Club and Mayor Jordan discussed the drainage problems in the track area. Mr. Keller indicated that during the ra6ing season he would be able to help us out and use the grader on the roads that go from the track on 434• Mayor Jordan urged the.Council to consider some plan to add revenue in the immediate future as the income versus expense is not too good. Mr. Brown suggested giving Mr. Hodge the money that is due him. Mr. Brown made a motion to pay Mr. Hodge $115.15. Seconded by Mr. Rowell. Discussion. .Motion Carried. -.Road and Bridge Report, Mr. Marshall reporting: ra nage work tha was done has Improved the condition of the roads. Clarence Memory has agreed to do work with the grader. Discussion. Seconded by Mr. Rowell. Councilman Brown opposed the motion. Mr. Tilson made a motion that we confirm the appointment of Frances Watson, Mary Hyatt, and Norma Lang as election inspectors. Mr. Rowell seconded the motion. Motion carried. The Garbage Contract was signed by Mayor Jordan, Mary T. Norton. Mr. Hodge signed the contract also, but he needed the signature of his secretary. The contract will not be in effect until we receive the bond and the signed contract. Mr. Tilson reported on the insurance bid from Cass Knoblock which amounted to $1,226.00 for one year premium covering the municipality. Mr. Tilson made a motion to accept the insurance bid of Cass Knoblock, with payment on a quarterly basis. Seconded by Mr. Brown. Discussion. Motion carried. Mr. Kelley reported that the Village needs an ordinance to cover Trailer Parks. Mr. Kelley is to prepare a document or guideline which will be.reviewed by Mr. Freeman and the Councilmen to see If it meets the needs of the Village. A motion was made by Mr. Tilson to instruct the chief of police to enforce Ordinance 44, Section 44.85 Storage, Repair, Et Cetera of Disabled Motor Vehicles, and in any case where a +d1sabled motor vehicle remains on the streets for a period of i:8 hours that these be removed by wrecker and the owners be billed for removal. 'Seconded by Mr. Marshall. Discussion. Motion carried. it is an instructional motion instructing the chief of police to Enforce the ordinance, with sonr`e possibility of expense to the city that we may be raced with paying the total bill which may or may not be collectible, to clear the area. Mr. Clifford Paul gave an informative talk on Cable T.V. The charge of installation in a home would be $9.95 and the monthly charge would be $4.60 for one TV.
