HomeMy WebLinkAbout2009 05 11 Informational 102 Red Light Camera Program UpdateCOMMISSION AGENDA ITEM 102 May 11, 2009 Meeting REQUEST: Police Department requesting City Commission review the update of the Red Light Camera program and first 2 months activity from the camera located at SR 434 @ Winding Hollow. PURPOSE: This agenda item is to provide the City Commission with updated information and statistical data collected over the first 2 months of operation. CONSIDERATIONS: The City Commission requested additional information on the Red Light Camera program. The Police Department started the Red Light Program September 10, 2007 and upon commissions approval an RFP was issued for a turnkey automated Red light camera program. American Traffic Solutions was awarded a 5 year contract for the services in hopes of installing cameras at 4 intersections along SR 434. During the logistical phase a meeting was held to provide the criteria that would be used for the issuance of a citation under the ordinance. The criterion was based on the review of State Statutes and common practice used for violations of running a red light. While State Statute states that you must make a complete stop at a steady red light prior to the stop bar or cross walk it is in violation. However, knowing that the right turn into Winding Hollow would capture a large number of violations. Early evaluation data showed that the residents typically would roll stop just over the stop bar and then continue into the subdivision. Based on that information we knew there were going to be a large number of violations for a rolling stop. It was decided that a violation would only occur if the entire vehicle did come to a complete stop beyond the stop bar and blocking the crosswalk. The current camera locations we are working on are listed below; SR 434 @ Tuscawilla East Bound Pending (Further negotiations with property owner) SR 434 @ Vista Willa in the final stages should be operational this month. SR 434 @ Edgemon east bound Pending (Further negotiations with property owner) SR 434 @ Hayes Rd Eastbound Pending (Further negotiations with property owner) SR 419 @ Edgemon Westbound Pending (Further negotiations with property owner) The Police Department currently has only one camera located at SR 434 and Winding Hollow and started receiving red light violations from the camera on March 25`" that started a 30 day grace period were only warnings were issued for violations. On April 25, 2009 by resolution all violations from this date forward will be citations issued to the registered owner. The below listed data is a review of the first 2 months of operation; Warnings Citations March 32 0 April 155 36 (Started on Apri126th only 3 of the violations were right turn and city resident).
