The Regular Session of the Village Council was called to order
at 7 :35 P.M. by Mayor Jordan. .
A Pledge of Allegiance to the Flag was led by Mayor Jordan.
Roll Call:

Julian Keller
Albert Marshall (Absent)
Guests at meeting from Gulf American Corporation were Mr. Dan Cooper
Mr. Robert Texter and Mr. Thomas Everly.
Mayor Jordan announced that Mrs. Helen Green was unable to attend
meeting. Mr. Rowell made a motion to appoint Gloria Rothschild
temporary acting clerk for the purpose of taking minutes for the
October 6th meeting. Seconded by Mr. Keller and carried.

Recreation and Zoning, Mr. Rowell:
Recreation Park is in bad shape. Dan Cooper said Gulf American
was interested in spending money to help and would meet with
representatives.
Health & Beautification - Mr. Keller
There were two garbage complaints. Only picked up once a week
instead of twke because of roads in the Ranchlands.

Bills presented for Approval:
Motion was made by Mr. Brown and seconded by Mr. Tilson that these
bills be paid. Unanimously approved by Council.
~Mrs. Green's resignation was put before Council and Mrs. Green is unable
to continue as City Clerk. Mr. Rowell regretfully accepted the resignation
Mr. Keller seconded the motion. An amendment was made to pay Mrs. Green
up to retirement. Mr. Rowell seconded the motion and it carried.
-*' Mayor Jordan brought up hearing on Zoning. Mr. Kelley asked a letter be
read. Mr. Freeman read the letter on changes and corrections to the
Subdivision Ordinance on proper development of land. The planning and
zoning board claimed the plan submitted was substandard and not in the
best interests of North Orlando.
~ A motion was made by Mr. Brown declining a discussion for change from
RU to R1A. Motion was seconded by Mr. Tilson. Mr. Tilson said he was of
the opinion that he made a mistake granting right to install open ditches.
Mr. Rowell said he also made that mistake and at present is against open
ditches. Motion carried. Mr. Rowell made a motion to recind motion made
last month allowing open ditches.
~ Mr. Freeman said a motion could be made to rescind policy decision, and not
allow Gulf American open ditches. The motion was then seconded by Mr. Keller,
.v Mr. Cooper said Gulf American had no. cooperation and it withdraws all requests
~ for zoning change ,and plats which they have not accepted. The Mayor requested
to be paid the $100. for each plat.
Mr. Jordan said attitude of board was untimely. Once a policy was made it
should be abided by. He apo1igized to Mr. Cooper for all the expense involved.
Discussion was brought up to hire Bill Parker part time. Mr. Rowell made the
motion that Mr. Parker be hired part time and be paid $2.00 an hour. Mr. Tilson
seconded the motion and it carried.
Praise was given to acting Police Chief Lynn Lyon. Mr. Tilson made the motion
to promote Lynn Lyon to Chief of Police at a monthly salary of $400. per month
retroactive to being appointed acting cheif last month. Mr. Rowell seconded the
motion and it carried. Mr. Freeman swore Lynn Lyon in as Chief of Police.
Discussion was brought up for a relief policeman. Mr. Tilson said he would accept
the position temporarily. Mr. Rowell brought up a motion to appoint Mr. Tilson
relief policeman at $2.00 per hour and Mr. Keller seconded the motion. It carried.
Motion to adjourned until Monday, October 13th at 8:00 P.M. by Mr. Brown,
seconded by Mr. Keller. Motion carried.
