AUGUST 23, 1965
The Village Council. of the Village of North Orlando, Florida. met in
Special session on August, 23, 1965.
Meeting called to order by Uor Tilson at 7:30 P.l-!.
On Roll can, l-1ayor Tilson and Councilmen Wetz,. Brown and Rowell were
present. Councilman Fuller and Attorney Johnson 'Were absent.
Minutes for the Regular meeting of Allol7\lBt 2nd 'Were dispensed with until
the next regular meeting, by consent of COl.U1cil.
Motion was made by Hr. W'etz and seconded b>J Mr. Brown to reimburse
Edgar Smart 1.05 for three keys that he had made, and tuhned over to
Mr. 'Wetz when he resigned. One key was for the office and two for the
Police Car. Majority Carried.
With consent of council a tractor was purchased for 1095.00 from Case
Power and Equipment Co. Mr. William l'1urphy of Ta1la.hassee, state auditor
for the Road and Bridge Dept. was contacted and he said that it would be
legal to take part of the money from the Road and Bridge Fund since the
tractor would be used on the roads as much as for grass cutting in the
Village. He did state that the upkeep of the tractor would have to be
divided by the same percentage as the payro.ents. Motion was made by ~.fr.
Brown and seconded by Nr. Rowell to take 60% of the cost of the tractor,
plus carrying costs, and upkeep from the General Fund and 40 % from the
Road and Bridge Fund. Majority carried.
$550.00 was taken from the General Fund to make the down payment for the
Tractor. }'10tion WaS ma.oo by Mr. Wetz and seconded by Mr. Brown to take
40% of the total cost and transfer the amol.U1& of L/(.;t:>.5~ from the Road
and Bridge fund to the General Fund. Majority carried.
Request was made by Mr. DeVoe to purchase a co2, 10/1 Fire Extinguisher for
the police car. This fire extinguisher would cost around $40.00, but Fire
Chief Hahn said that he might be able to pick up a used one this 'Week.
Motion was made by Mr. Rowell and seconded by Mr. Wetz to table this
action until. the next regular meeting. Majority carried.
Two names were presented for appointment to the Auxiliary Police to give
relief to the Chief of Police when needed. Robert Bailey and Edgar Smart
were the two names presented. Motion was made by Mr. Wetz and seconded
by Mr. Rowell to appoint these two men to the Auxiliary Police. After a
probationary period the Auxiliary Police will be paid 1.00 per hour per
log time. Majority carried.
}Ir. Wetz will contact the S and E Supply Co. this week and have them make
a free survey for an Alarm System.
An Indemity Agreement was read to cover Dr. Murphy and the Village on any
dogs that are picked up in the Village and taken to Dr. Murphy. Motion
was made by Mr. Brown and seconded by ~fr. Rowell to table this until the
next regular meeting. 1-1ajority carried.

Motion was made by Mr.. Rowell and seconded by Mr.. Wetz to pay ·
this bill. Majority carried.
Motion was made by Mr. Wetz and seconded by Mr. Rowell tp purchase 2 pair
of trousers, 9.99lD amd 4 short sleeved shirts 4.9.5@ for Police Chief DeVoe.
Same esisting colors. Majority carried.
Motion was made by }'I'.r. Brown to set a time limit of i hour per item presented
on the agenda~ after a suggestion was made that the audience participation
come between the old and the new business. Motion died for a lack of a second.
Motion was made by}1r. Wetz to limit the discussion to 10 minutes on each item,
and the 10 minutes to be extended to a like period by a like motion. Motion
died for a lack of a second.

Motion was made by Mr. Brown to table this discussion until the next regular
meeting. Seoonded by Mr. Rowell in order to have a discussion. Discussion
was held. On Roll Call vote; Brown, I1AYE"; ~well, Wetz and Tilson, "NO".
Motion WaS made by PJr. Wetz that when an item comes up on the agenda a motion
and second will be made, a discussion held, at which time the audience will be
heard. They must be recognized by the Chair, one person talk at a time in an
orderly manner., After the discussion the Council will vote. This motion was
seconded by Mr. Rowell and motion carried by majority..
Motion was made by]fIr. Wetz and seconded by Nr. Rowell to adopt the Fire
Prevention Code of 1965 for the Village of North Orlando, lUorida. Chief
Hahn his men in this Code. l-1a.jority carried.
Motion was made by I-1r. Brown and seconded by 11r. Wetz that the meeting adjourn
at 9:30 P.M.
