June 25, 1964 at 7:30 P.H.
The meeting was called to order by lmyor Van Eepoel.
Oath of Office was administered by Hayor Van Eepoel to V1.I's. Betty Rhodes,
in order that she might act as temporary Village Clerk inasmuch as }trs. Pike
was holding open the registration books at the Village Office and could not
be present for this meeting.
The roll was called by HI's. Rhodes. In attendance were council members
Van Eepoel, Ferrin, l~hodes, 'filson and Grinstead and Attorney Johnson.
Minutes of the last regular meeting were dispensed with until the next
regular council meeting.
Hayor Van Eepoel asked for the op1.n1.on of the council on the subject of
using a tape recorder. Tir. Tilson asked if it is the mayor's intention
to have all subsequent meetings taped. Hr. FerrL'1 reported that man;)T of
the surrounding tOvffiS use a tape recorder regularly at their meetings to
eliminate errors in the minutes. l'trs. Grinstead suggested that if council
is in favor of taping the minutes, all tapes be filed in the Village Office.
lirs. Van Eepoel said that Hr. Sullivan will furnish the equipment and
take the minutes on tape for a charge of ~lO. per meeting.
A motion was made by Nr. Ferrin that all regular council meetings be
recorded on tape at a cost not to exceed $10. per meeting. r10tion was
seconded by Itr. Tilson and unanimously approved by council.
}~s. Van Eepoel stated that there were two motions pending before council
which had been held over from the last meeting, and they were now to be
brought before council for voting.
The first motion was entitled 1I1'1otion to quash" etc. ,~{. H. Anderson et. al
plaintiffs, vs. Arthur Ferrin" defendant.1I Notion having been read previously
was read by title only. l1rs. Van Eepoel made the motion to quash, seconded
by hr. Rhodes.
Discussion followed. Hr. Tilson stated that the charges had been reviewed
and after discussi.'1g them with several attornies, and basing his decision on
their findings" he was advised that the motions to quash are valid. He stated
that he was not in agreement with the 'i-lay the matter was handled but he vTOuld
act on the motion as advised by theattornies. 11rs. Grinstead stated that
she had taken the matter up ldth two attornies i..'1. Sanford as well as Nr.
Johnson, the Village attorney, and had received similar advice.
~1rs. Van Eepoel then stated that on instructions from the Attorney General,
Hr. Ferrin was required to refrain from voting on his own motion to quash.
lirs. Van Eepoel called for a vote to accept ~~. Ferrin's motion to quash by
a raising of right hands. Such vote shovred voting in favor: Councilmen
Tilson, Rhodes, Van Eepoel and Grinstead, which was a unanimous vote.

}Tr. Rhodes then read the motion to quash the charges against ~~s. Van Eepoel.
The motion was entitled I'Notion to quash, etc., ~r. ';1. Anderson et. al
plaintiffs, vs. Irene Van Eepoel, defendant. II }tlotion, having been read
previously in its entirety, was read b:{ title only. lY.iI'. Rhodes made the
motion to quash, seconded by 111'. Ferrin. HI's. Van Eepoel refrained from
voting under the above advice of the Attorney General. }'~. Rhodes called
for a vote by the raising of the right hands. Such vote showed voting in
favor: Councilmen Tilson, Rhodes, Ferrin and Grinstead, which was a
unanimous vote.
Disposition of the petition presented at the May 5th meeting was therefore
completed and the matter closed.
Hotion was then made by Hr. Rhodes that since both parties are deemed
exonerated of the charges against them, the Council approve payment of the
~60.13 for the painting of the police car and the $10. for rental of the
truck to haul sand. }~s. Grinstead seconded the motion. Notion was
unanimously approved.
Itt. Tilson suggested that any future business of the Village be done strictly
in accordance with the terms of the Village Charter. No checks are to be
drawn, bills paid without proper substantiation in minutes or resolution in
accordance va th the Village Charter. Council agreed unanimously.
}Tr. Ferrin requested that Council stress that no private citizen shall at
any time payout of personal funds any indebtedness of the Village tvithout
proper authorization. He stated that this tvill alleviate any possible conspiracy.

Mrs. Grinstead made a motion that the rGouncil make an allocation not exceeding
~lOO. for equipment far the recreation program in the recreation area, such
equipment to remain the property of the Village of North Orlando. r~. Ferrin
seconded the motion, and it was passed unanimously. HI'S. Grinstead l.vill order
the necessary equipment.
r.lfayor Van Eepoel stated that she would entertain a motion to place on the
Agenda for first reading Ordinance #39, entitled llCreating a Zoning and
Planning Board.ll
Ivlotion to place Ordinance :/139 on the Agenda for first reading v1as made by
Hr. Ferrin and seconded by Er. Rhodes. It was approved unanimously by
Council. HI'S. Van Eepoel then read Ordinance #39 in its entirety. Hotion
to accept Ordinance #39 for first reading was made by lk. Ferrin and seconded
by 1'~. Rhodes. Notion, on vote, was unanimously approved by COlli'1cil for
pa,~sage for first reading of Ordinance #39. Second a"1d third readings will
be made at next regular council meeting.
Nr. Connelly requested information regarding the transfer of #11.31 from
Little League funds to the North Orlando Teall Club funds. loll's. Krecek
stated this was not Village Council business in her opinion. After some
explanation of the matter by 1~s. Grinstead, it was stated that the matter
would be resolved by the two organizations involved.

Y.tr. Sullivan volunteered to donate to the Village a small trailer which
could be used to pick up trash to be hauled to the dump. I'1rs. Grinstead
advised that the Village teen agel'S had shown evidence of enthusiastic
support in cleaning up the village, but they will be unable to undertake a
clean-up program before August because of the recreational program in which
they are involved. She said she vrocld be glad to accept Hr. Sullivan's
offer ~vhen the project is undertaken.
}~s. Van Eepoel stated that she had been notified by a resident on two
occasions of tvro teen-age boys trying to enter a home J.ate at night. The
complainant stated he is aliare of the identity of the boys and another
such attempt will call for stern measures. HI'S. Van Eepoel asked those
present to relay this warning to teen-agel's in the village to avoid any
possible repercussions.
Hr. Ferrin made a motion to adjourn, seconded by J.lrs. Grinstead.
