The Village Council of the VillC1.ge of North Orlando, l"lorida met in regular session on January 7th, 1964, at 7:30 o'clock P.M. The meeting was called to order by Mayor Anderson. On roll call the following members of the Council were present: I. E. VanEepoel, R. E. Stephenson, Arthur Ferrin, A. D. Rhodes, W. W. Anderson. The minutes of the Special Council Meetulg on December 10, 1963 were approved as read. In the absence of the Treasurer, Mrs. VanEepoel announced that the balance on hand as of January 4, 1964, was $1676.72. Mr. Anderson will turn over the Village books to Mr. Kr~er, the accountant, so that a year-end statement may be prepared for the State Comptroller's office. Mrs. VanEepoel stated that the membership fee for one year for the Florida League of Mcmicipalities was $31.25. Motion was made by ~k. Rhodes, seconded by l1r. Ferrin taht a ~heck for the annual membership fee of $31.25 be sent to the Florida League of Municipalities. Motion unanimously approved. Approval was given Village Clerk by Council to proceed with the securing and typing of the County tax rolls for the Village of North Orlando. Mrs. VariEepoel stated that she had received a bid of $150.00 cash for the old fire truck from a Hr. Hoffman of vlinter Park. Ivk. Rhodes reported th'lt he had talked with Hr. IUlwee, Seminole C01.Ulty School Superintendent, who had advised against using the fire truck as playground equipment. 1-1otion was then made by Mrs. VanEepoel, sec- onded by Mr. Ferrin to accept Hr. Hoffman's bid. Motion unanimously .<'tpproved. Hrs. VanEepoel moved for the approval of an expenditure of approximately $139.00 for a Citizen's band 2-way radio to be installed in the police car. Motion was seconded by Hr. Stephenson and unanimously appr~vcd by Council. Iviotion was made by Ivlrs. Mrs. VanEepoel then read a proposed letter to the Seminole Raceway relative to repair of ranch r08.ds damaged by horses exercised there, requesting that track equipment be used to restore the roads to former condition. A proposed letter to the Seminole County Sanitarian was also read, reporting unsanitary conditions existing on the Race Track side ofiiionder Lake, and requesting correction of the condition. Clerk was authorized by Council to send out the letters. Mrs. VariEepoel stated there had been a complaint received from a home owner in the r,mches relative to an open drainage ditch dug by the North Orlando Company on his property. A copy of the Drainage Ditch Ordinance is to be forwarded to the North Orlando Company. Mr. H.hodes reported that permission has been granted to build a school bus shelter on South Edgemon Avenue, provided it confonns with the one now in the Village. Mr. Hahn Will get an estimate on necessary l'WD.ber. Hrs. VanEepoel made a motion for payment of the follovTing bills: $75.64 to the Pure Oil Co. for gasoline $10.00 to the Civic Association for use of the Civic Building $140.00 to ABC Fire Equipment for fire hose $7.67 to Panning L'WD.ber Company for locks $7.95 to National Press for envelopes. Motion was seconded by Mr. Rhodes and unanimously approved by Council. Mr. Ferrin stated that competitive bids have just been received for curbing and paving North Edgemon Avenue, but due to the absence of l-Ir. Franks, avmrd has not been made but will be shortly. It was suggested that perhaps at the time this road is fixed, some improvement could be made on the road into the Civic Building parking area. C01.Ulcil will investigate this. Mr. Rhodes reported that cards bearing emergency police and fire numbers have been printed and distributed in the Village. Mrs. Mona Grinstead then presented a petition requesting a charter board page three election, signed with 113 names. This was turned over to the Village Clerk for verification of the names thereon. Unpon verification, within ten days, further action will be taken. Hr. Hahn reported that, when bur'tng off the Village dumping area, he found evidence that people outside the Village are using this dump. The Police Department will look into this matter. \.vith reference to the barn area, which is littered with trash from the demolished buildings, Mr. Hahn stated he intended to burn off this rubbish very shortly. Mr. Anderson then read the following letter from the Florida Power Corporation addressed to the Mayor and Village C01.Ulcil: IIIn re: Electric Franchise granted by the Village of North Orlando to Florida Power Corporation, November 5, 1963. Gentlemen' The undersigned Florida Power Corporation hereby accepts the above menticned franchise and each of the terms thereof. Kindly file this acceptance in the minute book of the Village so that it may be a matter of record along with the said Franchise Ordinance No. 30. Very truly yours, Florida Power Corporation By A. V. Mr. Anderson also reported that the question of the street lighting bill in the amount of approximately $6,000 had been resolved and that the Florida Power Corporation has written off the questioned indebtedness as of the end of 1963. In view of this development, it was agreed to initiate negotiations to have some of the lights t.urned on again. Hr. Johnson has stated that the rate per light wi.ll be much Im-;er 1.Ulder a new contract. It was also decided to contact the North Orlando Company to see if they would cooperate on the lighting of the Village. Mayor Anderson reported that E!ll Council memb~rs have been invited to an Executive Preview at the First National Bank of Maitland on Thursday, January 9th, from 4 to 6 o'clock P.M. page :four Announcement was made that the Hobile Xray Unit will be in North Orlando in front of the General Store on Thursday, Jc..uuary 9th, from 1 to 5 P.N. and that unless the response to this free service is good, the XRay unit w~ll not return to North Orlando next year. :Hr. Rhodes reported that a Stop sign ".'fas erected in the Coronado Homes and a "children playing" sign on North Edgemon. Mr. Hahn has volnnteered to furnish a table for the Village Office. Police Cmmnissioner Stephenson then read a year-end report for the Police Department, covering the nine months they have been active. Fire Chief Halm gave the year-end report for the Fire Department covering the time it has been in e,$istenc e. He reported that fortunately there had been only one fire in the Village involving six men for a total of 8 hours. He stated that very little training had been possible because of lack of necessary equipment but that most of the men had been Navy trained and already had a good lmowledge of fire fighting methods. Mr. Hahn also reported on equipment now on hand and made various suggestions concerning the Fire Department. Mr. Ferrin requested that the Police and Fire Departments prepare a report of estimated dollar value of all equipment. Hr. Anderson suggested that all departments begin I'rork on an estimated yearly budget, so that the figures are tlvailable when needed. Motion was then made by Mr. Ferrin to place on Agenda for first reading page five. Motion was seconded by Mr. Rhodes !ll1d unanimously carried. Ordinance #31-B was then read in its entirety. Motion was made by Mrs. VanEepoel that Ordinance #31-B be accepted on first reading. Motion seconded by I-fr. Ferrin. On rollcal the vote was "Yesll Anderson, Ferrin, VanEepoel, Stephenson and. Rhodes. Voted "noli none. Ordinance #31-B therefore was passed for first reading. Ordi...'1.ance #36 ..<las then read in its entirety. 1-1otion was made by :Mr. Ferrin that Ordinance #36 be accepted on first reading, seconded by Mr. Rhodes. A roll call vote showed - voted "yes" Anderson, Ferrin, VanEepoel, Stephenson, Rhodes. Voted "noli - none. Ordinance #36 was therefore passed for first reading. A proposed ordinance to provide for and regulate registration and the conduct of elections was discussed at some length. Another draft of this ordinance will be made for further action. It was agreed that the registration book for the Village will be opened Monday, January 13th and remain open during the usual Village Office business hours, with additional hours if and when required, except for such times as it must be legally closed. Mayor Anderson reported that the Lyman High School District is initiating a recreational proeram for teenagers under the auspices of the V. F. W. and would like a group of volunteers from North Orlando to work with this program. It vias also reported that former County Conunissioner Vernon Dunn is trying to form a Seminole C01.Ulty Tax Payerf s Association and that interested municipal officials Page 6. and citizens were invited to contact him. Mayor Anderson also stated that there had been some mis1.Ulderstanding concerning the proposed Ivletropolitan Telephone Area, and that the 'Winter Park Telephone Company phones were the only ones to be affectedSanford exchange will still pay toll charges to Orlando. Fire Chief Hahn reported on proper procedure for issuing summons on rubbish burning and inspection of the Laundromat. On Hotion of Mr. Ferrin, seconded by Hr. Stephenson, meeting was adjourned.
