The Village Council of the Village of North Orlando, Florida" met in special session on October 30" 1963 at 7:30 P.M. Meeting was called to order by Yayor Anderson. On roll call the following members of the Council were present: VanEepoel" stephenson, Ferrin, Anderson; absent: Rhodes. The minutes of the regular council meeting on October S, 1963, were accepted as read. Kayor Anderson stated he would entertain a motion. to place on the Agenda for first reading ani listing of requirements Ordinance 1131 establishing rules and regulations for the erection, construction, alteration" repair and demolition of ( buildings and structures in the Village; Ordinance #32" a Curfew Ordinance; Ordinance 133 an Ordinance setting forth a fire prevention code; and Ordinance 1/34, a 3o-year franchise to the Winter Park Telephone Ccmpany. llotion was made by ),(r. Ferrin, seconded by),(r. Stephenson that these ordinances be placed on the Agenda for first reading. Motion unanimous:q approved. llotion was made by ),(rs. V~epoel that Ordinances #31 and 1!33 be adopted by reference on first reading, eliminating requirements for subsequent reading" and that Ordinance 1132 be adopted on first reading. Ilotion was seconded by llr. Ferrin and unanimously approved. On roll call, following members of council voted "yes" - Van Eepoel, Ferrin, Anderson, stephenson. Voted "non" none. Therefore Ordinance 1/31 was adopted on first. reading. Kayor Anderson then read in its entirety Ordinance 132 entitled "AN ORDINANCE RmULATING THE PRESENCE OF mOORS UNDER THE AGE OF snrENTEBN YEARS IN PUBLIC STREErS AND GrEER PLACES BElWPEN CERrAIN HOURS: DEFINING DUTIFS OF PARl!mS OR OTHl!RS IN CARE OF mNORS: PROVIDING FOR ARREST AND PENALTI m FOR VIOLATION S THFmDF: RHPEALING ORDINANCES IN CONFLICT THEREWrrH." Motion was made by Mr. Ferrin that paragraph 2 of the ordinance be amended in that the word "result" be substituted for the word "increasEl'. Motion seconded. by Mrs. >J VanEepoel and unanimous~ approved. Motion was made by lIrs. VanEepoel that Ordinance v 1132 be adopted as amended. on first reading. Motion seconded. by Mr. Ferrin. On roll call following members of Council voted "yes" - VanEepoel, Ferrin, Anderson, stephenson. r Voted "noJl - none. Ordinance #32 was adopted on first reading. Ordinance 133, entitled.: It AN ORDINANCE ADOPTING A FIRE PREVENTIOO CODE PRESCRIBING RmULATIONS GOVERNING OONDITIONS HA?'..mnoUS 'ro UFE AND PROPEm'Y FRW FIRE OR EXPIOSION. It was read in its entirety. Motion was made by Mr. Ferrin that Ordinance #33 be accepted as read. Motion was seconded. by Mr. St~henson. On roll call, council voted as follows: ,tywsn - VanEepoel, Ferrin, Anderson, stephenson. Votedl'No" - none. Ordinance 1/33 was adopted on first reading. Kayor Anderson then read, in its entirety, Ordinance #34, entitled: "AN ORDINANCE AUTHORIZING 'lHE WJNTER PAIiK TELEPHONE CWPANY 'JX) USE THE RJBLIC STREEl'S IN THE AREA. OF 'lHE VILLAGE OF NORTH ORLANDO, FlORIDA, CERrIFICATID 'ID '!HE C<l4PANY, FOR THE PURPOSE OF EREX;;TIN"G, CONSTRICTING, MAINrA.INING AND OPERATING LINE,S OF T1!Ll!PHONE THEREON AND THEREUNDl!R." r Motion was made by Mrs. VanEepoel, seconded by )(r. Ferrin that Ordinance 134 be accepted for first reading, with second and final readings in December. On roll call the following members of the council voted "yes", VanEepoel, Stephenson - I .-., 'f-: . page :3. (' Anderson, Ferrin. Voted "no" - none. Mayor Anderson read a letter from Representative S. J. Davis Jr. relative to three proposed constitutional amendments to be voted upon on November 5th and adoption of two pertinent resolutions. )(ayor Anderson read the first Resolution, endorsing approval by the voters of this commnity of the Local Act authorizing the Board of County CoJ'JlDissioners of Seminole CoWlty to acquire a site for an institution of higher learning. Motion was made by Mr. Ferrin that the resolution be accepted as read. Motion seconded by lLrs. VanEepoel and unanim.ous~ approved. The second Resolution was then read. This resolution endorses the proposal by the 1963 Legislature of the state of Florida to amend the Constitution of the State of Florida to authorize the issuance of bonds for educational purposes. Motion was made by Mr. stephenson, seconded by Mr. Ferrin, that the Resolution be r accepted as read. Motion Wlanimously approved. Motion was made by Mr. stephenson that Mr. Joe Hage, of the North Orlando General store be granted a permanent e.xttiom from purchasing an Occupational license because of his Veteran's Disability Exemption, and in accordance with the Florida statutes. Motion was seconded by Mr. Ferrin and unanimously approved. It was agreed that CoWlcil will study steps to be taken to adjust occupational license fees for repair servicemen called into the Village. Mayor Andersen advised that Mr. Helmly definitely has resigned as Zoning Commissioner for the Village and he will forward a written resignation. Consideration will be given to a replacement. A letter was read from the law firm of Murasko & Johnson stating that they were attempting to arrange a meeting between COWlcil am. lIr. King relative to necessary amendments to the Water and Sewer Franchise. r' . r r ,"'"""'\ '.-.. page 4. A brief discussion was held relative to elimination of "on street" parking on North Fdgemon Avenue due to the amount of traffic on that street. Mr. Stephenson advised that a complete traffic control program will be presented at the next regular meeting. There being no further business to come before the Council, on motion of Kr.
