PROCEEDINGS AT COUNCIL MEETING
VILLAGE OF NORTH ORLANDO, FLORIDA
APRIL 4, 1961, at 8:00 P.M.
Mayor Fasula called the meeting to order. In attendance
were: Mayor Fasula, Councilmen Jackson, Memory, Terebo and Webster.
The Village Clerk read the minutes of the previous meeting
held March 8, 1961. Mayor Fasula called for any corrections or
additions. Councilman Jackson noted that the insurance on which
the Village had received bids was for liability and not fire in-
surance. Also, that the deeds which had been given for right-of-
way for improvement of Longwood-Oviedo Road were given by the
North Orlando Company and not by the Village. Hearing no further
corrections or additions, the minutes were approved as read.
The Mayor called for reports of various committees. Fire
Chief Stevenson reported that he had the contracts ready to be
sent to residents outside of the Village who desired to have
fire protection.
The Mayor reported that the Security Patrol was no longer
in existence, and that the Village now had its own police depart-
ment; that the Village had purchased a police car and hired Mr.
Jack Sutton as policeman; that Councilman Memory had also been
deputized and that he could be called in the absence of Mr. Sutton,
thus giving the residents 24 hour police protection. The Mayor
further stated that this set-up was on a trial basis for thirty
days, and that it would still be necessary to have contributions
from the residents to maintain the police department, and that
everybody would be contacted by April 15th regarding this.

Councilman Jackson stated that he had set up a separate bank
account in the name of the police department to handle all ex-
penditures and funds in connection therewith.
Mr. Anderson reported on the establishment of the new
church. He stated that the attendance had dropped off, but he
felt that if the Sunday School could be started that the attend-
ance at church would improve, and that he hoped to get the Sunday
School started sometime this month.
The Mayor stated that there would be a meeting on Tuesday
morning, April 11th, at ten o'clock at the County Commissioners
Office regarding the application of Wilkins Asphalt Company to
establish an asphalt plant near the Village, and that he would
like to have as many of the residents as possible attend the meet-
ing to protest the granting of this license.
The Mayor reported on the other asphalt plant which is in
operation just outside of the Village, and stated that it had been
established before the zoning laws went into effect, and that since
the plant had not moved out subsequently, that there was nothing
the Village could do about having this plant removed.
Mr. Dean reported that he had contacted the Sanford Gas
Company and that they were willing to have four homes make a test
of their equipment to prove that their rates were cheaper than the
present supplier; that they wanted two homes that used gas for
cooking as well as heating, and two that used gas for heating and
hot water. He asked for volunteers to tryout this plan who would
be willing to put up a $20.00 deposit. Three volunteers were ob-

tained at the meeting and Mr. Dean felt sure that he could obtain
one more.
The Mayor stated he had no further report on the 7-Eleven
Store, that the lease had been signed and delivered to Miami for
signature, but had not been returned as yet.
Inquiry was made as to whether the buildings which were to
be used in the recreation area could be removed immediately. The
Mayor said he would look into the matter.
A discussion was had on the enforcement of the "dog ordinance"
and inquiry made as to whether the Village had secured dog license
tags. The Mayor stated that the Village did have such tags for
sale. Also, that it would not be feasible to pick up stray dogs,

as there was no place where they could be impounded, and until
such time as the dogs would either be claimed or disposed of, the
expense would be more than the Village could bear.
Mr. Anderson reported on the Property Owners Association,
stating that they had had three meetings so far. That they hoped
to have election of officers shortly and that they were working
on a draft of a charter for the organization. That they had
decided to call this organization the North Orlando Civic

Association. That they hoped to have a Grievance Committee. to
bring matters before the Village Council, the Legislature, etc.
The Mayor asked if there was any more business to come
before the meeting. Hearing none, on motion of Mr. Terebo the
