HomeMy WebLinkAbout1960 12 06 Village Council Regular Minutes /"'''''"'- -., PROCEEDINGS AT COUNCIL MEETING VILLAGE OF NORTH ORLANDO, FLORIDA DECEMBER 6th, 1960, at 8:00 P. M. Mayor Fasula called the meeting to order. In attendance were Mayor Fasula, Councilmen Webster and Memory. The Village Clerk read the minutes of the previous meeting held November 8, 1960. Mayor Fasula called for any corrections or additions. Hearing none, the minutes were approved as read. The Mayor called for any old business. Mr. Dean reported on the survey being made of those desiring police protection, stating that over 100 signatures had been obtained, but that the survey was not yet completed. He - stated that the majority of people were desirous of having such protection. Mr. Dean also reported that he had obtained signatures of 59 residents who are desirous of annexation with the Village of North Orlando, who live outside of the corporate limits. Mayor Fasula reported that the telephone survey showed that the majority of people are in favor of having service of Winter Park Telephone Company. He pointed out that there is quite a difference in rate between the Winter Park and Sanford exchange, and that he felt that before proceeding any further, that for the best interest of all, that a meeting of the residents of North Orlando should be called at the school in Longwood, where a representa- tive of both telephone companies could be present so that the people could directly question these representatives and then make a final decision as to - what service they desire. The Mayor pointed out that if the residents should decide to make a change in service to Winter Park that it would be possibly 18 months before any change could be put into effect. It was agreed by Council that this meeting with the residents would be held, whereupon a telephone call was made and arrangements were made to have the meeting at the Public School in Longwood, on Monday evening, December 12, 1960, at 8:00 P. M. Arrangements were also made to notify the residents of this meeting. Mayor Fasula requested a report of the newly organized fire depart- ment. Councilmen Webster stated that a volunteer fire department had been formed and officers elected, and that the first training meeting would be held the next evening following this Council meeting. Mr. Stevenson has been elected to serve as Fire Chief. Mr. Stevenson then brought up some matters in connection with getting equipment for the fire department, among them being the purchase of a fire siren. The Mayor stated that he had an appointment with Mr. Peterson of Civil Defense and that he was going to try to work out some arrangement with him on sharing the cost of a siren with the Village. Mr. Stevenson also stated that he would like to increase the capacity of the tank on the truck to 500 gallons, and the Mayor instructed him to get an estimate of the cost. Mr. Stevenson then brought up a suggestion of having 25 volunteer firemen and of having them deputized to act as policemen also. He stated that this system had been very successful in the village of his former residence, and that he thought this plan might serve our purpose very well instead of hiring two patrolmen as planned under the present Sllrvey. The Mayor suggested that Mr. Dean complete his survey and then at a later date a decision could be made as to which plan would be best. A discussion followed on the limits of the area to be served by the newly organized volunteer fire department, and whether the department should answer calls outside of the village limits, having particular reference to those residents not within the corporate limits. The Mayor stated that he felt that all residents should have fire protection, but no decision was made on this subject. He requested Mr. Stevenson to inquire of those homes ad- joining the village boundaries as to whether they would be willing to pay a small fee for fire protection in case of a fire and the department had to make a call. The Mayor stated that he felt there was need to have another deputy available in the Village, therefore he planned to have Councilman Memory deputized. Mayor Fasula also stated that he would like to announce that Miss Pat Harrill, who is now Assistant Secretary and Treasurer of the North Orlando Utilities, has also been deputized as a police matron. The Mayor inquired if there was any further business to come before the meeting. Hearing none, he stated he would entertain a motion to adjourn.
