Authorization REQUEST: The Parks and Recreation Department requests that the City Commission review the current detailed plan regarding the July 4 Celebration of Freedom/City of Winter Springs 50`x' Anniversary and provide staff with direction as deemed appropriate. PURPOSE: The purpose of this item is to review the current detailed plan for the July 4 Celebration of Freedom/City of Winter Springs 50~' Anniversary and provide direction as deemed appropriate. CONSIDERATIONS: • The City Commission at the April 13, 2009 Meeting made a motion that staff come back to this meeting with a detailed plan for the July 4 Celebration of Freedom/City of Winter Springs 50`" Anniversary. • The sponsorship opportunities are as follows: o Entertainment Sponsor - $1,800 o Kids Area (Naming Rights) - $1,500 o Fireworks Sponsor - $1,000 o Star Spangled Showcase (Naming Rights) - $800 o Hospitality Tent Sponsor - $500 o Bus Sponsorships - $500 each (4 locations) o Food Vendors - $200 per spot o General Vendors - $150 per spot (See Attachment) • The Rotary Club of Winter Springs will be doing a vendor tent as part of the event. They are not committed to the Kids Area due to a shortfall of volunteers on the holiday weekend. • We have tentative commitments from churches in participating in the Kids Area. These include First Baptist Church, Lord of Life Church and New Covenant Church. • Options for the beer sales as of this date are Casey's (30% of sales or $600 flat fee), Joe Lustman ($800 flat fee). Beef O' Brady's declined due to insurance required and we are still waiting for a response from Gina Carlos and Tijuana Flats. • Staff is still trying to obtain a radio partner (sponsor). So far, Clear Channel, Cox Radio and Z-88 have declined due to other commitments and relationships. Agenda Item Regular 605 Apri127, 2009 Page 2 • Staff again discussed the cooler/backpack policy. The consensus is to: 1. Allow the smaller, lighter, coolers and backpacks but have the Police Department check everything at the 2 gates. Further Commission direction is needed. • Staff has received 3 proposals for fireworks ($25,000, $22,000 and $19,000). Staff intends to bring a contract for City Commission consideration at the next meeting for the $19,000 bid. • The Winter Springs Police Department Band 17-70 is available to provide entertainment along with the Winter Springs Star Spangled Showcase (See Attached). Staff is still seeking other entertainment as well. • Due to School Board buses not being available, staff is negotiating with a private provider for 4 buses currently at a total estimated cost of $1,500. The primary locations would be Trotwood Park (East) and Venetian Plaza (West), with 2 back up locations: St. Stephens Church (East) and Layer Elementary School (West). • A waiving of the permit fee for the VIP tent and banners (town center and in and around Central Winds Park) is needed. These fees are the city paying the city. Exemption will help reduce the event cost. • Staff is evaluating the feasibility of charging for parking and/or event admission. FUNDING: City funding up to $51,000 to be reduced by sponsors, vendors, and staff cost reductions to attempt to cover all costs. RECOMMENDATIONS: Parks and Recreation recommends that the City Commission review the detailed plans for the July 4 Celebration of Freedom/City of Winter Springs 50~' Anniversary and provide further direction as needed. We played a benefit concert in May for the American Cancer Society. We sold out our shirts that night and raised around $1000.. The concert itself was free. We also had a limited amount of posters of the above artwork made for framing. Right upper chest of shirt. Star Spangled Showcase to take place as part of the Celebration of Freedom `09 on July 4t"! The Star Spangled Showcase will be once again taking place as part of the City of Winter Springs Celebration of Freedom '09 event on Saturday,luly 4th. If you are not familiar with the Showcase, this concept is very similar to the American Idol since individuals will have the opportunity to showcase their vocal abilities. Talented residents who live within the City limits of Winter Springs will have the opportunity to compete for prizes and recognition of becoming the 2009 Star Spangled Showcase winner. There will be auditions for the top 3 of these classifications: Junior Division (Middle School/High School Ages) and the Adult Division. The Auditions will take place at the Winter Springs Civic Center on Saturday, June 13th and Saturday, June 20th from 10 am to Noon. The Winter Springs Civic Center is located at 400 North Edgemon Avenue at Sunshine Park. The Showcase Finalists will perform on the Progress Energy Stage as part of the Celebration of Freedom '09 at Central Winds Park on July 4th.
