REQUEST: Community Development Department, Urban Beautification Division, is
requesting the Commission review conceptual banner designs for thirteen (13)
signalized intersections included as part of a Pole Banner Program approved at
the April 13, 2009 Commission Meeting under Agenda Item 603.
PURPOSE: This agenda item is needed for the City Commission to approve conceptual primary
and secondary banner designs for thirteen (13) signalized intersections as part of the
City's Pole Banner Program.
CONSIDERATIONS:
On April 13, 2009 at a regular City Commission Meeting under Item 603, the City's
Pole Banner Program was approved along with the installation of twenty-six (26) banners to
be located at thirteen (13) signalized intersections throughout the City. As part of Item 603,
staff presented several design concepts for both primary and secondary banners for review.
Based upon valuable input received from the City Commission during the presentation
of Item 603, staff has refined the original design concepts and is requesting the City
Commission make a decision regarding a primary banner and a secondary banner for the
initial pole banner installation. Staff believes this decision is time sensitive due to the City's
SO Year Anniversary Celebration which is scheduled to be part of the July 4~h Event this
year.
Since the City Commission Meeting on April 13, 2009, additional information has
become available and is recommended by staff as follows:
• Digital Vinyl Banners -Staff has located vinyl banners with amicro-thin ultraviolet
protection package and a 3 year replacement warranty against fading and defects. If
these type banners are used, a high resolution image can be digitally printed onto each
banner resulting in a superior product as compared to cloth banners, in addition to a
faster delivery date from the manufacturer.
Alternate Location -Recently staff has learned that mast arms located at State Road
434 and Winter Park Drive, originally proposed as one of thirteen installation
locations under Item 603, had been installed by the City of Casselberry as part of an
F.D.O.T. Roadway Project. In light of this information, an alternate location has been
selected offering improved coverage; which is the signalized intersection at State Road
419 and Edgemon Avenue. At this location, the City of Winter Springs has installed
the mast arms and pole banners could be installed without ownership issues.
FUNDING:
No additional funding is required at this time.
RECOMMENDATION:
It is recommended that the City Commission review information provided in this
board item and select the most appropriate primary and secondary banner designs to be
installed at thirteen (13) signalized intersections as part of the City's Pole Banner Program.
IMPLEMENTATION SCHEDULE:
The project will begin upon Commission approval of banner design(s) and installed
within 45 days.
