REQUEST: Community Development Department, Urban Beautification Services Division, is
requesting the Commission review information regarding the benefits of a
proposed Pole Banner Program and an opportunity to advertise the City's Fifty
Year Anniversary as part of the program.
PURPOSE: This agenda item is needed for the City Commission to review a proposed program for
installing pole banners in specific areas throughout the City, to decide if the program
should be implemented, and to review the potential of using pole banners to advertise
the City's Fifty Year Anniversary.
CONSIDERATIONS:
In late 2004 city staff began developing a Street Light Pole Banner Program for the
Winter Springs Town Center to advertise city events scheduled throughout the year and to
beautify public areas. Initially, generic banners were purchased for the July 4`h Celebration
and the Christmas Holiday Weekend Events that have traditionally been installed and then
removed once the events have ended.
The program was later repurposed for the `branding' of Winter Springs Town
Center District as designs were conceptualized by staff using unique `treasures' of the city
persona, a mixture of nature, economic growth and local culture, cleverly intermingled into
one symbol. After comparative research, staff concluded that when weighted against the cost
and effectiveness of other outdoor advertising alternatives; pole banners could be used as an
elegant, yet economical solution for communicating to our residents, if strategically placed
along roadways with moderate to high volumes of vehicular traffic.
As a matter of fact, many other local municipalities and civic groups are already using
pole banners in the same way. For instance, the City of Longwood is using pole banners in
highly visible areas for roadway beautification, to establish identity, and for advertising
events including their Farmer's Market. Altamonte Springs is using pole banners to `brand'
Uptown Altamonte, for beautification and to advertise regular events being held at Crane's
Roost Park.
Pole banners are made of either marine grade cloth or vinyl and can be configured on
single or double mounted pole installations. Double mounted installations would allow for a
primary banner identifying a special area of the City, such as the `Town Center District', and
at the same time a secondary banner for the advertisement of City sponsored events including
the `Winter Springs - SO Year Anniversary Celebration' or `Hometown Harvest'.
In addition, secondary banners could also be installed in specific locations to promote
special events or activities being sponsored by local businesses and civic organizations, such
as a `Farmer's Market' or a fund raising event for charity such as `Relay for Life'. It is
important to note that such sponsorships may only contribute toward program costs and
would not be a complete funding source.
The cost for each installation type is estimated as follows:
• Single -Cloth Banner (18 "x36" - 3 ink, bracket, installation) $180
• Double -Cloth Banner (18 "x36" - 3 ink, brackets, installation) $360
• Single -Cloth Banner (30 "x60 " - 3 ink, bracket, installation) $195
• Double -Cloth Banner (30"x60" - 3 ink, bracket, installation) $390

The lifespan of marine grade cloth installed outdoors is generally up to three years of
continuous use, therefore the cost of replacement should be budgeted at $55 (18"x36") or $70
(30"x60") each, respectively. Vinyl typically lasts for less than a year of continuaus use
outdoors and is not recommended for this application; however, the cost is about $10 more
per banner for replacement.
As detailed above, Staff has identified several locations throughout the City where
pole banners could be effective for communicating with our residents. Of all potential
locations, thirteen (13) signalized intersections along SR 434 and Tuscawilla Road seem to be
the most strategic for pole banners at this time; however, the following options are being
proposed by Staff.

A) Choose primary and secondary banner designs, as applicable. Install
twenty-six (26} pole banners at thirteen (13) signalized intersections along
SR 434 and Tuskawilla Road, double mounted configuration, at a cost of
$10,140 plus a 10% contingency. The City Commission could revisit the
issue in 180 days to determine if pole banners are needed in additional
areas.
B) Option `A' ($10,140} plus the installation of either thirty-four (34) single
mounted pole banners in Town Center ($6,120), or thirty-four (34) single
mounted pole banners in Village Walk ($6,120). Total cost of this option,
if banners are installed at all three locations, would be $22,380 plus a 10%
contingency. Primary and secondary banners could be alternated.
C) Take other action as the City Commission deems appropriate.
In conclusion, Staff recommends the City Commission consider pole banners as a cost
effective option for establishing brand recognition and communicating the many unique
`treasures' of the City persona to the public and potential future businesses, while also
facilitating the advertisement of special events and activities that enhance our community's
spirit and culture. Further, the City is celebrating our Fifty Year Anniversary and Staff
wishes to request that the City Commission consider including this information on the
primary banners, possibly as `Celebrating SO Years of Excellence '.
FUNDING:
If the Commission wishes to proceed with the Pole Banner Program, a funding source
would need to be identified, such as a Supplemental Appropriation from General Fund
Reserves, based upon costs related to the quantity, locations and specifications of the banner
program selected.
RECOMMENDATION:
It is recommended that the City Commission review the information provided in this
board item and select the most appropriate option(s) as detailed above. If the City
Commission wishes to proceed with the Pole Banner Program at any level, a resolution would
need to be approved to temporarily allow the pole banners while Staff prepares a text
amendment to Section 16-57 of the City Code.
IMPLEMENTATION SCHEDULE:
The project would be implemented immediately upon Commission approval and
banners installed within 60 days of funding becoming available.
