WHAT IS A ~~ CHILDREN' S CABINET"? • It is a National Governors Association (NGA) backed model for innovation and policy change in children's services. • Designed to promote coordination and improve e11i- ciency and strengthen partnerships. • Allows for local community-driven construction. COMMUNITY OPTIONS • Represents all children in the county and the strengths, needs and challenges they face. • Aimed at improving our community as a whole by ensuring that all children have the opportunity to develop into well balanced, healthy productive members of society. • All children have needs; regardless of family structure, socio-economic factors, health or other factors. • As a community we have a responsibility to all of our children. FAMILY OPTIONS • This group represents those children and families that have a direct service needs. • Children's needs are a direct challenge to one or more of our key childhood aspects. • It is our responsibility to respond to the challenges our children and families face by providing them the opportunity to overcome challenges. • Family Options are services and strategies targeted at those children and families in our community that are in need. SERVICE OPTIONS • Represents children and families that have pene- trated one or more of the service delivery systems and have significant needs and challenges. • Children are substantially at risk and the child and/ or family requires assistance. • Our community has a responsibility to provide a tirm safety net to ensure every opportunity for success extends to those most in need. • Service Options is specilic and targeted to those in our community that are most vulnerable, in need and in crisis. HOW YOU CAN HELP CHILDREN AND SECURE A BETTER FUTURE FOR ALL SEMINOLE COUNTY CITIZENS: • Be informed on issues children face and what is being done to meet their needs. • Determine how you as an individual or as part of a group can support programs that are addressing the issues and are meeting the needs. • Participate with the Children's Cabinet as a partner or a member to share data and ideas. • Educate community leaders on Children's Issues and what the Cabinet is doing to address those issues. • Represent your county with the most current, viable information when making decisions that affect our daily lives. What have we done? • Now have 37 Agency partners; we average attendance of 40 and have a assed a a i f ~ ~ 1 m m ng I st of 50 • Presented to the Seminole County Commission, every City, and the School Board. • Presented and Coordinated with the State of Florida Children's Cabinet • Mentored the creation of 3 additional local community Children's Cabinets • Led the formation of the Central Florida Regional Children's Cabinet that includes 6 counties • Developed a f first priority for Seminole County's Children, generated a report and f aci l itated a community f Drum to discuss. The State of Housing in Seminole County: •:~ On September 12, 2007, the Children's Cabinet adopted Housing as the first community priority with the following tasks: • Assess current housing conditions for children • Identify barriers and gaps in current services and resources • Identify agency resources to nddress gaps • Make recommendations to Children's Cabinet Data Analysis • Reports reviewed • SCPS Survey of homeless families • Demographics from Sanford Housing Authority • Precariously Housed Families report from Homeless Services Network • 211 Statistical Report • Florida Community Partners Report • Hotel/Motel List compiled by FIT • SHIP Programs, 06-07 and 07-08 • 2008 Regional Commission on Homelessness Report • Seminole County Housing Authority Fact Sheet • Housing for Homeless Families with Children • Seminole County Community Development Summary • Assets for Independence Information • 3 Roundtable discussions with local experts on homelessness • Florida Community Partners • Sanford Housing Authority • Seminole County Housing Authority • Winter Park Housing Authority • Homeless Services Network • Community Based Care of Seminole • Center for Affordable Housing • Seminole Community Development • Heart of Florida United Way • Seminole County Sheriff's Off ice • UCF • Seminole County Public Schools • Children's Cabinet of Seminole County Community Needs • 9.9% of families live in poverty • 4000 households need access to affordable housing, medical care, day care, employment training • >15,000 precariously housed families pay >50% of their income for rent/mortgage • Funding for rental and utility assistance is inadequate • Seminole County Rental/Utility Assistance Program data: FY 2006-07 - 14,400 documented calls for rental/utility assistance - 1,691 families received appointments - 70% of eligible families did NOT receive assistance Community Needs •484 homeless adults with children on any given night •43% of homeless families shared housing with a family (doubled up) • 28% of homeless adults with children reside in motels • 61% had trouble putting food on the table • 31% had trouble paying for doctor visits and medications 1 • Increase funds for rental and utility assistnnce • Institute n support services program to avoid eviction • Establish Homeless Prevention Centers in three Seminole County locations modeled after Homeless Connect • Establish family stabilization program with comprehensive case management • develop a discharge planning policy for adults with children discharged from jail • develop county-wide resource matrix of available rental/utility assistance Recommendations Prevention Emergency Shelter 1. Develop 100 emergency shelter beds for children 2. Provide comprehensive case management support programs Transitional Housing homeless families with and children's mental health 1. Develop apartment units of transitional housing with comprehensive case management wrap around services . Permanent Housing 1. Develop comprehensive case management services 2 . Apply for Federal ly-funded Assets for Independence Program 3. Explore partnerships to develop affordable rental housing and down payment assistance programs.
