Authorization REQUEST: The Parks and Recreation Department requests approval to redirect the $50,000 budgeted in the General Fund for the Bear Creek Bridge to the Trotwood Improvement Fund because Park Impact Fees have not materialized. PURPOSE: The purpose of this agenda item is to request approval to redirect the $50,000 budgeted in the General Fund for the Bear Creek Bridge to the Trotwood Improvement Fund (Splash Playground, Pavilion, Sidewalk, and Restroom renovations) because of the current shortfall of Park Impact Fees. CONSIDERATIONS: • The City Commission at the September 8, 2008 meeting approved the award of a contract to BDG Construction Services, LLC for the construction of Trotwood Park Improvements. • The project has a $200,000 FRDAP Grant with matching funding coming from the General Fund and Park Impact Fee Fund. The actual transfers from each fund are set forth below: General Fund (FY07) $50,000 Park Impact Fee Fund (FY07) $17,300 Park Impact Fee Fund (FY08) $220,000 The FY 2008 transfer from Park Impact Fees was budgeted to be $285,000 but only $220,000 was available to be transferred. • The Park Impact Fee fund has a 3/3/09 fund balance of $6,169. • The Trotwood Improvement project is currently about 90% complete. • Parks and Recreation staff recommends redirecting the $50,000 General Fund budget for the Bear Creek Bridge project to the Trotwood Improvement Fund. The entire amount of $50,000 is needed to cover the BDG contract lus 10% contingency. However, it will not be sufficient to cover the full contingency of $42,115. At this time the known and pending change orders total $11,073. • The Bear Creek Bridge project was delayed due to accessibility and wetlands construction issues and the costs continued to escalate. • Staff is currently seeking other funding options for the Bear Creek Bridge. • When Park Impact Fees come in, another agenda item will be brought to the Commission to discuss the use of the Park Impact Fee Fund, i.e. transfer back to the General Fund, etc. Agenda Item Consent 204 March 9, 2009 Page 2 FUNDING: Transfer budget from the Bear Creek project (7230-65000-70012) to Transfer Out line code (7230- 58125-70109) in order to transfer funds from the General Fund to the Trotwood Improvement Fund. Unutilized funds will be transferred back to the General Fund. Additionally, the currently budgeted transfer of $14,810 from Park Impact to Trotwood will be removed. As a result of the transfer removal from Park Impact and miscellaneous interest revenue, the construction project account 315-65000- 70109 will be increased by $35,576. RECOMMENDATIONS: Parks and Recreation requests approval to redirect the $50,000 currently budgeted in the General Fund for the Bear Creek Bridge to the Trotwood Improvement Fund because of the current shortfall of Park Impact Fees.
