HomeMy WebLinkAbout2009 03 09 Consent 202 Anti-Bullying ProgramCOMMISSION AGENDA ITEM 202 March, 9, 2009 Meeting CONSENT X INFORMATIONAL PUBLIC HEARING REGU AR MGR~~/DEPT_ Authorization REQUEST: The Police Department requests the Corrtmission to approve the expenditure of $1,800.00 from the Law Enforcement Trust Fund for the purpose of funding an anti-bullying program designed to target elementary school-aged children who attend one of the four elementary schools in the city. PURPOSE: The Police Department requests the Commission to approve the expenditure of $1,800.00 for the purpose offunding ananti-bullying program designed to target elementary school-aged children who attend one of the four elementary schools in the city. CONSIDERATIONS: The police department takes apro-active stance with community education programs and always seeks new ways to serve the community in this area. Recently, we became aware of a local program designed to combat school bullying, which if left unaddressed can cause serious problems to children, their families, and to the residents of the city in the future. It is the desire of the police department to help fund this program to try to prevent school bullying from becoming a larger problem. The program we hope to fund uses a series of puppet shows presented by MicheLee Puppets to act out several different scenarios where a bullying issue presents itself to one of the characters in the program. At times, it is often hard to get small children to understand the messages given by adults and this puppet show makes it easier for kids to relate to the characters and the situations they face. Other local jurisdictions have participated in this program in the past and have reported a great success. Per Law Enforcement Trust Fund rules, we must spend 15% of this money on educational programs. FUNDING: The cost of the program is $450.00 per elementary school within the city, totaling $1,800.00. Every year, the city donates $1,000.00 for "Project Graduation". This year, the status of "Project Graduation" is uncertain so we propose dedication of this money from line 103-58000 to the anti-bullying program. To complete the purchase, we would request a supplemental appropriation of $800.00 from the Local Asset Forfeiture Fund for a total of $1,800.00. As of this writing, there is a balance of $5,856 in this fund. RECOMMENDATION: Approve the expenditure of $1,800.00 as outlined above. IMPLEMENTATION SCHEDULE: Immediately upon Commission approval. This effort is a result of the recent bullying legislation that requires School Districts to write and implement a comprehensive bullying/harassment policy. Seminole County Public Schools has a policy and we are in the beginning stages of training all personnel. In order to provide bullying prevention education for elementary students in Seminole County schools we are asking you to help provide financial support for the campaign. MicheLee Puppets is a premiere puppetry arts organization that provides a variety of puppet assemblies that address many relevant youth issues. The performances we are interested in for our elementary schools address bully prevention. Please see the handout for additional information on the content of these performances. We are asking that you assist your elementary schools with the financial support necessary to provide these assemblies for their students. The cost to you will be $300 per elementary school or $450 per school if you are able to pick up the cost for the schools in your jurisdiction. The Safe and Drug Free Schools' office is willing to donate $150 for each elementary school. This is a valuable program that will benefit every elementary school. Please consider contributing to this worthwhile cause and help us address the serious issue of bullying in our schools.
