HomeMy WebLinkAbout2009 02 23 Informational 102 Florida Yards and Neighborhoods ProgramCOMMISSION AGENDA ITEM 102 February 23, 2009 Meeting CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR MGR /DEPT / °~ Authorization REQUEST: The Public Works Department /Stormwater Division is providing the City Commission an update on the Florida Yards and Neighborhoods (FYN) program PURPOSE: The purpose of this agenda item is to provide the City Commission an update on the implementation of the Florida Yards and Neighborhoods (FYN) Program. CONSIDERATIONS: • The City Commission authorized an Interlocal Agreement with the County and the incorporated cities for participation in the Florida Yards and Neighborhoods Program at the November 24, 2008 City Commission meeting. The City's participation was funded for one year in the amount of $3,000 from the Stormwater Utility Fund. • City participation in the FYN Program offers an opportunity to obtain Florida Department of Environmental Protection (FDEP) pollutant load reduction credits towards the City's Lake Jesup Total Maximum Daily Load allocation. FDEP has committed to providing a 3% reduction in a city's allocation for participating in the FYN Program. FLORIDA YARDS AND NEIGHBORHOODS ACTIVITIES: The following FYN activities have been performed or planned since the City Commission's approval in November 2008: 1. November 25, 2008 -City Manager signed the Letter of Understanding with Seminole County for the Florida Yards and Neighborhoods (FYN) Program. 2. December 22, 2008 - FYN coordinator met with Staff and provided materials for the program's promotion and distribution of information to the community. Informational flyers and display posters are now posted in the City Hall lobby. Informational Agenda Item # 102 February 23, 2009 Page 2 of 2 3. .Public Service Announcements (PSAs) from January 1 -September 30, 2009 -Seminole County has contracted with local television station WESH 2 to air a total of 370 30- second informational broadcasts during various hours of the day. The four-part series of video broadcasts are described as follows: a) Part 1 - "Stormwater Run-off' which focuses on protecting our lakes and rivers from harmful chemicals (fertilizers, pesticides, grass clippings and automobile fluids). This first part was broadcasted from January 8 - 25 and has reached over 1,220,000 adults over 18 years of age. b) Part 2 -Right Plant, Right Place, Fertilizing and Controlling yard pests. c) Part 3 -Water Efficiently, Fertilizing and Recycling d) Part 4 -Protecting the Waterfront The PSAs are also broadcasted regularly on Seminole County Government TV. 4. Apri123, 2009 - FYN Public Workshop at the City of Winter Springs ABOUT FLORIDA YARDS AND NEIGHBORHOODS: The Florida Yards and Neighborhoods Program (FYN) is administered by Seminole County through the University of Florida/Institute of Food and Agricultural Sciences (UF/IFAS) Cooperative Extension Service Office. FYN addresses the serious problems of pollution, water shortages and disappearing habitats by enlisting Floridians in the effort to protect our natural resources. The program, which is implemented through the counties' OF/IFAS Cooperative Extension Service offices, provides environmental education and outreach activities in the community to help residents reduce stormwater runoff conserve water and enhance their community by improving home and landscape management.
