HomeMy WebLinkAbout2009 02 23 Consent 203 Magnolia Park Design ProposalCOMMISSION AGENDA CONSENT X INFORMATIONAL ITEM 2 0 3 PUBLIC HEARING REGULAR Feb 23, 2009 MGR /DEPT ~~`` Meeting A thori~ati~n REQUEST: Public Works Department Requesting the City Commission Approve the Magnolia Park Design Proposal PURPOSE: The purpose of this Commission item is to approve the Proposal from SRI for the Design of Magnolia Park for $60,000. CONSIDERATIONS: This agenda item is needed to implement the direction of the City Commission to complete the design of Magnolia Park. The City Commission authorized the appropriation of $60,000 for the design of Magnolia Park as part of the potential economic stimulus eligible projects reviewed at the December 8, 2008 City Commission meeting. Additional direction to proceed with design was made to staff at the January 26, 2009 meeting where the Magnolia Park concept plans were reviewed. This proposal from SRI (Starmer Ranaldi Planning and Architecture, Inc) formalizes the direction of the Commission by providing a scope of work with specific tasks and timeframes for the design of Magnolia Park. Magnolia Park represents the third component in the completion of the vision of a pedestrian oriented and beautifully landscaped corridor from the Cross Seminole Trail to Doran Drive. With the recently completed Veteran's Memorial and previously completed Blumberg Boulevard median improvements, it is envisioned that the Magnolia Park amphitheatre becomes the anchor for Town Center Events and activities. SRI will be performing this work under the Continuing Services Agreement awarded from RFP-008-99-KL awarded by the Commission for general architectural services. It is anticipated a preliminary design will be brought to the City Commission for review with 45 days. It is expected that the design will be complete within 90 days. 022309_COMM_Consent 203_SRI_Proposal_Magnolia Pazk February 23, 2009 Consent Agenda Item 203 Page 2 FUNDING: Funds are available in the 305 fund for this project. The initial source of funds for this account was the 1999 Construction Bond Issue. Approximately $920,000 of the bond proceeds will remain for construction after the completion of this design. In addition to the remaining bond funds, $300,000 is being transferred from the One Cents Sales Tax fund (115) for the trail related portion of the improvements. RECOMMENDATION: Staff recommends the Commission approve the proposal from SRI for the design of Magnolia Park at a cost of $60,000 payable from the 305 fund. IMPLEMENTATION SCHEDULE: Design will be completed within 90 days. Prior to any bidding, the City Commission will have the option to proceed with the bidding process or determine some other use of the bond funds. ATTACHMENTS: A. Scope of Project Development of a new outdoor amphitheatre to be located in Magnolia Park at the far eastern end of Blumberg Avenue in Winter Springs Towncenter. The amphitheatre itself will consist of an open stage, equipment room, storage room, and restrooros will support both the amphitheatre as well as the trail head in the park. Seating within the amphitheatre will be a combination of fixed and open berm seating. II. Scope of Basic Services STi shall provide complete professional design services for this project including civil engineering, landscape architecture, architecture, structural engineering, mechanical engineering, fire protection engineering, and electrical engineering suitable for obtaining building permits and construction with the following tasks: A.
