REQUEST: Information Services wishes to inform and update Commission on the
completion of the online Arbor Permit Application.
PURPOSE: The purpose of this agenda item is to update Commission on the status of
the online Arbor Permit Application.
CONSIDERATIONS:
The Arbor Permit Application that is required for tree removal is now
available on the City's website as a fill-able online form. Residents can
now fill the form in with the requested information and submit it to the
Customer Service Division of Community Development.
It is located on the City web site under the Documents and Forms ->
Forms and Publications Tab, click on Trees and Beautification, then click
on Residential Arbor Permit Application (online version).
FUNDING: No additional funding is necessary at this time.

All trees, whether for replacement or installation, MUST be at least a
Florida Grades and Standards #1. Tree species designated by the
Exotic Pest Plant Council as exotic and invasive may not be used as
replacement plantings. Acceptable replacement plants are listed in
the Arbor Ordinance #2003-22. All planted trees MUST survive for at
least one full year or be replanted.
Winter Springs is designated "TREE CITY USA" by the National Arbor
Day Foundation.

Contractor License Required; Contractor Obtaining Permits. Any person or
entity engaged in the business of tree removal or pruning shall be licensed
by the City on an annual basis. Licenses may be obtained from the City by
completing an application prepared by the City and paying the required
license fee. The license application shall contain at a minimum the name,
address, and telephone number of the contractor and a copy of the
contractor's occupational license and proof of liability and worker's
compensation insurance. It shall be unlawful for any person or entity to
engage in the business of tree removal or pruning within the City of Winter
Springs without a license required under this subsection. It shall also be
unlawful for any such person or entity to fail to obtain a permit on behalf of
a property owner pursuant to Section 5-4(a) of this Chapter.
