PURPOSE: The purpose of this Commission item is to provide the City Commission with the Magnolia Park Concept Plans for review and consideration. CONSIDERATIONS: The construction of Magnolia Park represents the third component in the completion of the vision of a pedestrian oriented and beautifully landscaped corridor from the Cross Seminole Trail to Doran Drive. With the recently completed Veteran's Memorial and previously completed Blumberg Boulevard median improvements, staff is presenting the concept plans for Magnolia Park. The main focus for Magnolia Park is to provide a space for small events and performances to occur that also serves as an amenity for trail users. Key issues that should be considered in reviewing these concept plans: • Types/quantity of seating • Building Architecture • Splash Pad • Potential Uses The building includes restrooms with the intent they would be available for trail users. This reinforces the integrated trail facility concept which should allow portions of the park to be built in trail right of way. Without the use of the trail right of way, the project is greatly impacted. Seminole County must approve any use of the trail including the realignment shown. They were supportive of previous concept plans submitted. The triangular parcel to the north of Magnolia Park containing the skate rink is currently owned by IBEW. Pursuant to the implementation agreement with their predecessors which conveys this parcel to the City, the appraisals and survey have been 012609_COM M_Regular_600_Magnol ia_Park_Con cept_Plan January 26, 2009 Regular Agenda Item 600 Page 2 provided to the City Attorney who is pursuing the acquisition which will be completed prior to construction. SRI is performing this work under the continuing services agreement awarded from RFP- 008-99-KL awarded by the Commission for general architectural services. If a consensus is reached on the concept design, construction documents could be ready in 60 to 90 days. As one of the list of infrastructure projects approved for design by the Commission in December, Magnolia Park would be one of the projects ready to go if needed. FUNDING: Magnolia Park is funded from the 305 fund. The initial source of funds for this account was the 1999 Construction Bond Issue. Bonds Funds are optimally spent within four years of issuance. The auditors annually review this fund to ensure there are no arbitrage issues. However, they still raise concerns every year that this money is not spent. This project will spend the remaining funds from the 1999 bond issue which is approximately $982,000. In addition to the remaining bond funds, $300,000 is being transferred from the One Cents Sales Tax fund (115) for the trail related portion of the improvements. SRI's preliminary base bid estimate is $938,000. Based on our experience, it is likely the splash pad estimate is low and sufficient funds will not be available for Alternates #2 (Splash Pad) and Alternate #3 (Skate Rink) at this time. RECOMMENDATION: Staff recommends the Commission provide direction to Staff related to the scope and direction of this project. IMPLEMENTATION SCHEDULE: Design will be completed within 60 to 90 days of concept approval. ATTACHMENTS: A.
