HomeMy WebLinkAbout2009 01 26 Informational 105 Winter Springs Blvd. Speed StudyCOMMISSION AGENDA CONSENT INFORMATIONAL X ITEM 10 S REGULAREARING January 26, 2009 Meeting MGR /DEP'T' uthorization REQUEST: Police Department requesting the Commission to review the most current Speed Study for Winter Springs Boulevard as requested at the December 15, 2008 Commission meeting. PURPOSE: To inform the Commission that a traffic speed study was recently completed for 3 different sections of Winter Springs Boulevard. This traffic speed study was conducted at the request of the residents at 1115 Winter Springs Boulevard to examine the possibility of lowering the speed limit from 30 mph to 25 mph on Winter Springs Boulevard. CONSIDERATIONS: Atraffic speed study was conducted by the Winter Springs City Engineer from December 24, 2008 through January 6, 2009. Speed data was collected at three different locations on Winter Springs Boulevard. The data was collected at various times in both directions at 1115 Winter Springs Blvd., Bear Creek Nature Trail, and at Wood Duck Drive. The speed study was conducted in accordance with the Florida Department of Transportation Manual "Speed Zoning for Highways, Roads, and Streets in Florida, 1997 Edition. " The overall average speed along Winter Springs Boulevard with 400 data points collected was 33.27 mph, and the 85`h percentile speed was 37.00 mph. The 85`h percentile is the speed at or below which 85 percent of the observed free-flowing vehicles are traveling. At 1115 Winter Springs Boulevard eastbound, the average speed for 100 data points was 32.82 mph and the 85`h percentile speed was 36.33 mph. The surveys demonstrated that 85% of the motorists are traveling at or near the speed limit. SPEED STUDY CONCLUSIONS: The speed study data supports maintaining the posted speed limit at 30 mph. A posted speed limit higher than 30 mph would result in unsafe sight distances and speeds that are incompatible with a residential street having active pedestrian and bicycle activity. A posted speed limit lower than 30 mph would artificially set the speed limit too far below the comfortable and safe driving speed on a street that has a 14-foot wide travel lane and a median along the entire length. A 25 mph posted speed limit would also not be compliant with the FDOT Speed Zoning Manual.
