City of Winter Springs, Florida Awards and Recognitions As of January 2009 General • Money Magazine (August 2007 Issue) - 31st Best Place to Live in the United Sates. • MSN Advisory Services -Best City to Purchase a Home. Police Department • Law and Order Magazine - 2"d Place for best graphics on vehicles for cities under 50,000 residents and in 2004 Honorable Mention for specialty vehicles. • The Agency became state accredited through The Commission for Florida Law Enforcement Accreditation (CFA) in 2003. • The Agency completed its first reaccreditation with CFA in 2006. • The Agency then became internationally accredited through the Commission on accreditation for Law Enforcement Agencies (CALEA) in 2005. Community Development Department Tree City USA 20 years in a row. Tree City USA Growth Award 10 years in a row. Sterling Communities Award 2007. Finance Department Government Finance Officer's Association's (GFOA) Distinguished Budget Award for Fiscal Year 2008 (award received for the first time on our first attempt). GFOA's Certificate of Achievement in Excellence in Financial Reporting for the fiscal year ended 9/30/07 for the eighth consecutive year. Public Works/Utilities Department In 2008, the Federal Emergency Management Agency (FEMA) sent a plaque and a letter of congratulations to the City acknowledging the City's successes in the National Flood Insurance Program's Community Rating System. (The City's community flood insurance rating was upgraded from Class 8 to Class 7 by the Insurance Services Office. The Class 7 rating provides a 15% rate reduction on flood insurance policies issued for properties located within the 100-year floodplain (previously 10%). The plaque and letter of appreciation were sent by FEMA as a token of their appreciation for the City's efforts "to reduce loss of lives and mitigate property damage caused by flooding and by developing activities that go above and beyond the minimum standards of the NFIP.") Parks and Recreation Department PGMS (Professional Grounds Management Society) National Award (presented 11/4/06). STMA (Sports Turf Management Association) National Award - 2003 Sports Field Complex of the Year. • (2) Pioneer Fields of Excellence Awards. Office of the City Manager • In 2005, City Manager Ronald W. McLemore was nominated by the City Commission for the Florida League of Cities' "Cities of Excellence" Program - "City Manager of the Year" Award. Office of the City Attorney In 2005, City Attorney Anthony A. Garganese was nominated by the City Commission for the Florida League of Cities"'Cities of Excellence" Program - "City Attorney of the Year" Award. In 2006, City Attorney Anthony A. Garganese was nominated by the City Commission for the Florida League of Cities' "Cities of Excellence" Program - "City Attorney of the Year" Award. City Attorney Garganese was then selected as one of the five finalists for the "City Attorney of the Year" Award. In 2007, City Attorney Anthony A. Garganese was nominated by the City Commission for the Florida League of Cities' "Cities of Excellence" Program - "City Attorney of the Year" Award. City Attorney Garganese was then selected as one of the four finalists for the "City Attorney of the Year" Award AND WAS SELECTED as the Florida League of Cities"'City Attorney of the Year". Office of the City Clerk In 2005, 2006 and 2007, City Clerk Andrea Lorenzo-Luaces, CMC was nominated by the City Commission for the Florida League of Cities' "Cities of Excellence" Program - "City Clerk of the Year" Award. City Clerk Lorenzo-Luaces, CMC was then selected as one of the five finalists for the "City Clerk of the Year" Award. In October 2008, City Clerk Andrea Lorenzo-Luaces received the coveted MMC designation through the International Institute of Municipal Clerks and the Florida Association of City Clerks, being one of only 59 Florida Municipal Clerks who have achieved this designation.
