I wanted to let you know that the Winter Springs Veterans and Military Service Memorial was dedicated on
November 11, 2008, and that your good friend Phillip (Phil) A. Kulbes' name was etched into the granite
plaque of the inaugural honorees.
As you know, Mrs. Kulbes is very frail. We were all so pleased that she was well enough to attend the
dedication ceremony along with other members of the family.
I have attached a copy of the program for you and the other living members of your unit.
Now that the memorial has been completed, at your request I want you to know that the City will be planting
a tree near the Memorial with a plaque that will have the following inscription.
DEDICATED IN HONOR OF
"D" COMPANY, 10T" ENGINEER COMBAT BATTALION,
3RD INFANTRY DIVISION
CHOSEN RESERVOIR CAMPAIGN NOVEMBER-DECEMBER 1950
I want you to know that your offer to pay for the tree and plaque will not be accepted. Phil, you, and the
other members of your unit have given enough. The City is honored to make this possible in recognition of
your suffering in harm's way, and your contribution to your country.
Since I will be leaving the City, if you would like the inscription changed in some way please bring this to the
attention of Mayor John Bush, City of Winter Springs, 1126 E. State Road 434, Winter Springs, FL 32708. I
have alerted him to the possibility of your input. He wants you to know that he would be honored to work
with you in getting this job accomplished on your behalf.
